Public Safety Committee Meeting
Held at City Hall Large Conference Room,
Tuesday January 16, 2024 at 4:30 p.m.
Notice of this meeting was given to the public in compliance with Section 10-15-4, NMSA 1978
and Resolution 23-40.
The meeting convened at 4:30 p.m. with Councilor Julianna Halvorson presiding, Councilor
Carlos Marrujo, Councilor Angela Moore being present and Councilor Matthew Chappell being
absent.
Staff present: Mike Mathews, Deputy City Manager; Lance Bateman, Police Chief; Toby Franco,
Code Enforcement Supervisor; Chad Cole, City Manager; Teri Best, Pecos Valley Regional
Communication Center; Ramon Villatoro, Animal Services/Best Friends, Karen Sanders,
Emergency Manager;Daniel Fuller, Deputy Fire Chief.
Guests: Rita Kane Doerhoefer, Dan Jennings.
APPROVAL OF AGENDA
1. Councilor Moore moved to approve the agenda. Councilor Marrujo was the second. A
voice vote was as follows: Councilor Halvorson – yes, Councilor Marrujo – yes, Councilor
Moore – yes, the motion passed 3-0, with Councilor Chappell being absent.
APPROVAL OF MINUTES
2. Councilor Moore moved to approve the minutes as presented, from the November
14,2023 Public Safety Meeting. Councilor Marrujo was the second. A voice vote was as
follows: Councilor Halverson – yes, Councilor Marrujo – yes, Councilor Moore – yes, the
motion passed 3-0, with Councilor Chappell being absent.
REGULAR ITEMS
3. Condemnation Resolution 23-XX: Mr. Franco presented Resolution 23-XX for
consideration. Councilor Moore moved to send to full council on the consent agenda.
Councilor Marrujo was the second. A voice vote was as follows: Councilor Halverson –
yes, Councilor Marrujo – yes, Councilor Moore – yes, the motion passed 3-0, with
Councilor Chappell being absent.
NON-ACTION ITEMS
4. Ramon Villatoro gave an update on operations at Animal Control, also discussed the
monthly report from Best Friends on operation for the month of October.
5. Chief Bateman gave the committee an update on the Real Time Crime Center he is
working on getting started. A tour of the Hobbs eagle eye facility was taken in January
and IT is working on pricing and current infrastructure inventory.
6. Dan Jennings gave a report of some upcoming training to be held in Roswell for first
responders on April 10th, 2024. RFD and RPD will look at placing some employees in this
training.
CHAIR ANNOUNCEMENTS/MONTHLY REPORTS
7. Monthly reports (Police, Fire, Emergency Management, Dispatch, Code Enforcement,
Animal Control) – Departments presented the committee with their reports and
answered any questions.
8. Next meeting will be February 13, 2024.
Public Participation
Rita Kane Doerhoefer discussed the last Habitat for Humanity home built in Roswell.
