MINUTES OF THE BOARD OF TRUSTEES
Monday, November 16, 2015
REGULAR MEETING AT 4:00 p.m.
CALL TO ORDER
The regular meeting of the Board of Trustees was called to order by Chairwoman Peggy Krantz,
at 4:00 p.m.
ROLL CALL
The regular meeting of the Board of Trustees convened with members Jamie Barnes, Rey
Berrones, Donovan Fulkerson, Peggy Krantz, Priscilla Ornelas, Bill Siders, Nanette Schumacher,
and DeAngela Velasquez, Lorie Mitteer, being present. A quorum was established.
Member absent: Miranda Howe
Staff present: Laurie Rufe, Interim Director; Olga McGuire, Membership/Events Coordinator;
Sara Woodbury, Curator of Collections and Exhibitions.
Guests present: none
APPROVAL OF AGENDA
Member Siders, motioned to approve the agenda as presented. Member Barnes, was the
second. A voice vote was unanimous and the motion passed.
APPROVAL OF MINUTES October 19, 2015 Meeting
Member Schumacher motioned to approve the minutes of the October 19, 2015
meeting. Member Velasquez was the second. A voice vote was unanimous and the motion
passed.
NEW BUSINESS – Discussion
Proposal for Strategic Planning – Laurie Rufe selected Saturday, January 23, 2016, 9:00 a.m. to
3:30 p.m. (correction made to time 2:30). This meeting is for staff and board members to
review the 2013-2016 Strategic Long-range Plan and will be treated as a board meeting and
posted publically. Anyone can attend. Action item: Chairwoman Peggy Krantz motioned to
amend the time. Member Schumacher moved to approve the date of January 23 and time of
9:00 a.m. to 3:30 pm for the meeting. Member Berrones was the second, a voice vote was
unanimous, and the motion passed.
Acquisitions – Sara Woodbury, Curator of Collections and Exhibitions, advised the board of
receiving a bequest of 39 works from the Marylyn T. Joyce Trust. These works are by Roderick
Mead and include paintings and prints. Sara updated members on the biography of Roderick
Mead and provided visual examples of the works RMAC is receiving. RMAC currently has a total
of 10 works by Mead in the collection. With this bequest RMAC would receive over 39 new
works. Sara stated she felt this acquisition would enhance the RMAC collection. Sara also
provided a brief history on Marilyn Joyce who was a native of Roswell. Chairwoman Krantz,
asked for a motion to accept the acquisitions. Member Bill Siders motioned to accept, member
Priscilla Ornelas was the second, a voice vote was unanimous, and the motion passed.
Airport Art Response: Chairwoman Krantz requested the Board’s advice regarding a written
response to Mayor Kintigh following the Mayor’s request for ideas related to art exhibited at
the Roswell Air Center. Chairwoman Krantz advised the Board that she had visited the airport,
discussed the current Walker Air Museum displays with airport staff, and discussed major
work/construction to be done in the future at the Air Center. She felt it was unsafe and not a
good place for RMAC collections. Sara Woodbury, Curator of Collections and Exhibitions, and
Laurie Rufe, Interim Director, concurred. Laurie Rufe, presented a draft letter response for each
member to review prior to sending said letter to the Mayor. Member Berrones also requested
RISD school art be mentioned in the letter.
CHAIR’S REMARKS
Chairwoman Krantz stated she had no remarks, but advised board members to bring up any
ideas for new business. Member Nanette Schumacher asked to include a representative from
the Roswell Independent School District’s Creative Learning Center at the next meeting in an
effort to discuss arts programming. Next on agenda: Education Information: Ms. Rufe will
provide the Board with a list of educational programs offered by the RMAC. Cindy Simmons
from the CLC was suggested by member Velasquez.
Chairwoman Krantz stated she would like to be advised of RMAC staff updates, knowledge of
Strategic Planning, and any news about the Museum to keep board informed. Chairwoman
Krantz also brought up concern of food and eating in the Museum in the lobby area. Interim
Director Laurie Rufe advised the Board that no food should be at front security desk, only in the
kitchen, offices, or auditorium. Sara Woodbury reminded members of a vote they had made on
no food in the Museum exhibition openings and that reception food would only be served in
the auditorium. Chairwoman Krantz felt that Facebook sharing, attending meetings and RMAC
events are important for all board members to participate in.
MEMBERSHIP AND ATTENDANCE REPORTS: For the Month of October, 2015
Olga McGuire, Membership Coordinator, reported that attendance for the month was recorded
at 5,478 total visitors including classes, planetarium, meetings, and tours, with a comparison of
2014. A letter composed by Interim Director, Laurie Rufe, will be mailed to past members who
have not renewed.
DIRECTORS REPORT
Laurie Rufe, stated that applications for a new Curator of Education will close on November 30.
She has established a committee to include Sara Woodbury, Curator of Collections and
Exhibitions; Laureta Huit, Registrar; Aria Finch, Ceramics Manager; board member Jamie
Barnes; and Cindy Torrez, RMACF Executive Director. Ms. Rufe reported on the Planetarium
Coordinator’s position which remains open until filled. Interim Director Rufe commended Bill
Siders for filling in at Planetarium events. Member Rey Berrrones suggested advertising in
Mayhill since it is a star studying town. Interim Director Rufe reported on next events,
December film, Tora, Tora, Tora, December 11, coinciding with the Howard Cook exhibition,
and the Holiday Open House, December 12, 2015.

APPROVAL OF MINUTES: September 21, 2015 Meeting
Member Bill Siders, motioned to approve the minutes of the September 21, 2015
Meeting. Member Nanette Schumacher was the second. A voice vote was unanimous and the
motion passed.
NEW BUSINESS – Discussion
Strategic Long-range Plan
Interim Director Laurie Rufe reviewed with board members the goals and strategies of the
Strategic Plan, adopted by the board in 2013. This 3-year plan continues through calendar year
2016. Director Rufe stated the progress of the plan needed to be evaluated. The Strategic Plan
is a working plan. The City deems that the entire board works as a single committee, therefore
the entire board serves as the Strategic Planning Committee. A status report was presented to
the Board by former director Michael Hall. Ms. Rufe pointed out that the report incorrectly
states the mission statement is “only relevant when seeking state or federal grants.” Director

Rufe stated that Mr. Hall’s comment was misleading. She stressed the importance of the
mission in establishing the museum’s purpose and reason for existence. The mission plays a
great part in establishing our organizational culture and provides the basis for strategic
planning. All board members should have a copy of the Strategic Long-range Plan. Ms. Rufe
also read the mission and vision statements that have been in existence since 2007, as adopted
by the Board. She said she would provide information on the Museum’s mission, vision, and
core values to the City Council in her next report.
A Saturday workshop/retreat was proposed for January 2016 to review the plan. This is an
educational opportunity for the Board, staff, and others who might attend. At the next meeting,
Ms. Rufe will present a date for this meeting which will be treated as a special meeting of the
Board.
Airport Art
Sara Woodbury, Curator of Collections and Exhibitions, stated she had visited the airport
terminal six months ago and found that lack of security, outside pollution, and excessive
amounts of Ultraviolet light would preclude RMAC from lending permanent collection materials
for exhibit. Peggy mirrored those concerns and said the City attorney also advised that there
would be a problem with the public sector placing art in the terminal. The art could not be for
sale, but would have to be donated or purchased by the City or be from the Museum’s
collection. Discussion among the board opened, including a suggestion that the arts and culture
committee, which was formed under City Manager Steve Polasak, be involved in public art
discussions. Some ideas were mentioned regarding loaned art and purchased public art.
Examples in places like Mesa, AZ; Cannon Beach, OR; and Montrose, CO were provided. Other
ideas came forth about airport displays: Bill Siders suggested TV and projections and Donovan
Fulkerson suggested a multimedia display. Ms. Rufe mentioned the display in the Tucson
airport that is dedicated to Tucson’s arts and culture organizations. The board thought the
alternative of showcasing our community and its art/culture/natural assets through a
multimedia presentation was a viable idea and would benefit airport visitors. This idea could be
presented to Deanna Phillips. Director Rufe, said she would draft something for the November
meeting that serves as a response to the City—a set of constructive ideas as an alternative to
placing RMAC’s irreplaceable collections at the airport where they could be compromised.
CHAIR’S REMARKS
Peggy Krantz acknowledged past members: Joyce Tucker, Tom Tutor, and Melinda Gonzalez.
She appreciated them for their service and commitment to the Museum. Peggy reminded
members not to bring up new business unless on the agenda. She asked for any new items for
next agenda. None were brought forth at this time. Member Siders informed new members,
minutes will be emailed and should be reviewed prior to meeting with a time limit of 4-5 days
for changes, before City Clerk posting.

Olga McGuire, Membership Coordinator, reported that attendance for the month was recorded
at 2173 total visitors including classes, planetarium, meetings, and tours.

DIRECTORS REPORT
Laurie Rufe, Interim Director, reported:
The Art Block Party and Chalk Art Festival was a success with 2,775 people attending the event
in total: 1,867 counted through the front and back patio doors, 56 volunteers assisting, and 202
in the planetarium, and 650 as participants and spectators at the chalk art. An ad will run in the
paper thanking all of the volunteers and donors.
The RMAC/Sidney Gutierrez float in the Eastern NM State Fair Parade won top honors and a
very large trophy that will be placed at Sidney Gutierrez Middle School. The art car was
decorated with self-portraits by Nancy Fleming’s art students. Thanks to Rudy’s towing and
Chaves County Door and Supply.
Preparator Nick Frederick has started. Claudia Gurule has been hired as the full-time Museum
Attendant I and Michelle Coombes has been promoted to Senior Security Officer
Curator Sara Woodbury will be a speaker at the Southwest Art History Conference, at the
Building Creative Communities Conference in Santa Fe, and the Annual Meeting of the New
Mexico Association of Museums. Ms. Woodbury discussed the new exhibition of Howard Cook
artworks that will open in November.

ROSWELL MUSEUM AND ART CENTER
Director’s Report to the RMAC Board of Trustees
November 16, 2015 Board Meeting

1. Staff
Claudia Gonzalez, Curator of Education, has left the Museum. This position has been advertised
on the City’s website and on the website of the American Alliance of Museums. This position,
and the open position of the Planetarium Coordinator, will also be advertised at the annual
conference of the New Mexico Association of Museums in mid-November. Closing date for the
Curator of Education is November 30. The Planetarium position will remain open until filled.
We are working to get the Winter class schedule out by December 12 for our Holiday Open
House. Filling in for Claudia during this vacancy is Laurie Rufe, with assistance from Olga
McGuire and Deborah Melancon.
2. Program/Events Updates
Films: Recent film attendance – Wizard of Oz (31 people); Gremlins (34 people); Book of Life
(80 people). While the latter drew a large crowd, we have assessed the series and will be
bringing back the adult International Film Series which was designed to promote avante-garde
films of exceptional quality and content to a largely adult audience. We hope to begin offering
these films in the Winter of 2016 with the RMAC Foundation’s support. Once a new Curator of
Education is hired, the series will be the joint responsibility of the Registrar and Curator of Ed.
“Tora, Tora, Tora” will screen on Friday, December 11 at 7:00 pm and is being shown in
conjunction with the exhibition of Howard Cook’s WW II works that Sara Woodbury recently
curated.
Holiday Open House: December 12, 5-7 pm. Features holiday refreshments, a film presentation
on New Mexico film by Jeff Berg (5:30-6:15 pm), recital by Mike Lively Piano Studio students
(begins at 5 pm), Roswell Flute Ensemble (5:00 -5:30 pm and 6:30-7:00 pm), and Museum Store
discounts and book signings. We are going to really try to promote our Museum Store,
Memberships, and the Studio Art Classes for gift-giving. I am urging Board members to attend
and help promote all that the Museum has to offer. We will begin decorating the Museum on
November 30.
Exhibitions: A Solid Green Mess: Howard Cook’s World War II Drawings, opened November 6
and will continue through February 1, 2016. Topia & Gould (RAiR artist-in-residence fellows
from the UK) opens on Friday, November 20 with a lecture at 5:30 pm.
Collections: Recently, the Museum received 40 works by Carlsbad artist Roderick Mead from
the Estate of Marilyn Joyce. This is an estate transfer that has been in the works for the past 2 ½-
3 years. Most works are prints, but there are also a number of great paintings. Works are
figurative/abstract. Items in this collection are being proposed for acquisition today.

At its October 19, 2015 meeting, the Roswell Museum and Art Center Board of Trustees
discussed an idea that had been presented by Mayor Dennis Kintigh regarding the placement of
art at the
Roswell Industrial Air Center. At the time, the Mayor had suggested a number of placement
locations both inside and outside of the terminal building, and also discussed potential sources
for artwork, including the Museum’s collections, public art commissions, and loans from artists.
This is a constructive response from the Board of Trustees with regard to options for airport art.
Concerning the Museum’s collections, curator Sara Woodbury visited the airport and reported
that inadequate security (daytime and nighttime), environmental conditions (including the
potential for Ultraviolet light and pollutant damage), and the lack of museum-quality exhibit
areas preclude the Museum from lending its collections. Interim Museum Director Laurie Rufe
concurs with this assessment.
In lieu of exhibiting museum collections, the Board of Trustees and museum staff discussed a
number of alternatives that could support art installations at the airport, either inside or outside of
the terminal. The overarching idea would be to imagine the terminal as a creative space and one
that promotes the unique aspects of Roswell and New Mexico through art and culture. A well-
thought master plan for arts integration would be a necessary first step.
Options could include:
1. Commissioned or Purchased Public Art: An airport collection of paintings, sculptures, or
installations that captivates and provides a memorable experience. This could be a collection that
is commissioned and funded through a 1% art program (similar to other programs across the
nation), through local corporate donors, or other means. Airport art collections of note include
Albuquerque, Seattle, Nashville, Tucson, San Diego, Denver, and many others.
2. Art Loaned by Artists: There could be a rotating space for indoor and outdoor sculpture,
paintings, or installations that are loaned by artists on an invitational basis. This art would have
to be insured by the City of Roswell and selected by local community members well-versed in
the criteria for art collections in public settings (quality, impressive presence, non-
hazardous/little liability). Programs that have successful loan collections in public areas include
Cannon Beach, OR; Mesa, AZ; and Montrose, CO. The Philadelphia Airport has a very
impressive rotating loan program of art throughout its terminal – much from local artists working
with youth.
3. Media Presentation: This could be a presentation on a large screen TV that promotes the
unique cultural and natural attractions of Roswell to incoming visitors: Roswell Museum and Art
Center, Anderson Museum of Contemporary Art, Historical Museum for Southeast New Mexico,
International UFO Museum and Research Center, Bitter Lake National Wildlife Refuge, and
Bottomless Lakes State Park.
