Pennsylvania Ave. Board President: Magil Duran Board Members: Judy Armstrong, Patti Bristol, Michelle Hembree, Marna Hunt, Linda Madrid, and Lewie Montgomery Staff Coordinator: Betty Long Call to Order The regular meeting of the Roswell Public Library Board was called to order at 4:00pm by President Magil Duran. Roll Call Members present: Judy Armstrong, Patti Bristol, Magil Duran, Michelle Hembree, Marna Hunt, and Linda Madrid. Member absent: Lewie Montgomery. Staff present: Betty Long, Library Director, and Kay Carrasco, Recording Secretary. Approval of Agenda Dr. Armstrong moved to approve the agenda as presented. Ms. Hunt seconded. A voice vote was unanimous and the motional passed. Approval of Minutes 1. Dr. Armstrong moved and Ms. Hembree seconded to approve the January 28, 2016 Board minutes as presented. A voice vote was unanimous and the motion passed. Non-Action Items 2. Director’s Report In addition to her written report, Ms. Long updated the board on the computer upgrades taking place this week. The previous week, we had a problem with the SIRSI system and some data was lost, then this week all systems are down while the fiber optic upgrade is installed, so there will be plenty of catching up to do. The staff has been troopers, working really hard to minimize the disruptions for patrons. The Friends provided snacks and treats one day this week, as a morale-booster. The roofers were scheduled to begin on the 22nd also, but had a delay due to weather. We were hoping that all work would be completed in time for the 110th Anniversary celebration; that doesn’t look very likely at this point. Once the roof is done, we have interior repairs and cleaning to do, for which we are planning now.  The Goddard High School Key Club did a project here last Saturday, reading to children, and helping with the regular Saturday crafts. The City budget is $1.4 million dollars short on gross receipts, which funds the library. All departments have been directed to reduce their current year budgets by 3%, which we did by cutting materials purchases by about $25,000, plus other cuts. Next fiscal year will probably again be a very tight budget. Ms. Bristol asked if the budget cuts will interfere with our 110th Anniversary and Ms. Long said it would not, as Friends is sponsoring all expenses. Ms. Long went on to describe the plans, which include commemorative pins, a photo booth, cake in the Malone Room, various entertainment, capped by the featured speaker Anne Hillerman at 2:00pm. Michael Delello, NM Assistant Cabinet Secretary for Cultural Affairs, is working on getting a proclamation from the Governor. Ms. Long encouraged board members to attend the event, which begins at 10:00am. Finally, Ms. Long reported that the children’s department did outreach at Parkview Elementary, and expects to be giving many class tours in the next few months, as spring is the usual time for field trips to the Library. 3. Review Library Policies There were no suggested changes for Bondurant Room use policy, just some discussion and requests for clarification. On the Displaying/Distributing Community Information policy, clarifying language was suggested to be added to the second paragraph, to read “[The display area] may not be used for displays which are commercial (…), religious, political, fundraising (except on behalf of the library itself or by library affiliated groups), or whose purpose is to further group or individual goals.” 4. Long Range Plan Ms. Long explained that it is time to review the Long Range Plan. The State Library is asking us to change the name to the Strategic Plan and it is to include a Vision Statement. She distributed printed guidelines that explain how a Vision statement differs from a Mission statement and asked the board members to be giving this some thought. In an ensuing general discussion, Ms. Hembree asked about more outreach to the school system, particularly regarding the online tutoring; Ms. Long explained the difficulties of that due to the restrictions the RISD places on the distribution of outside materials. Mr. Duran asked if we could try to engage the New Mexico Youth Challenge cadets during their stays. Ms. Long replied that there were some restrictions there as well, though different ones (temporary residence, etc.), but that we could look into it further. Other Business Mr. Duran asked our guest to introduce herself. Jennifer Brewer is the librarian at Goddard High School and before that, was a teacher for 23 years; she is interested in serving on the Library Board. Mr. Duran presented a card signed by all board members and a gift of potted tulips to Dr. Judy Armstrong, to congratulate her for being chosen for the President’s Distinguished Service Award from the ENMU-Roswell Foundation. Dr. Armstrong thanked Mr. Duran and the board members. Adjournment Ms. Bristol moved that the meeting be adjourned. Ms. Hunt seconded. A voice vote was unanimous and the motion passed.
