Roswell Public Library Board of Trustees
Held at the Roswell Public Library

April 26, 2018 at 4:08 a.m.
Notice of this meeting was given to the public in compliance with Section 10-
15-1 through 10-15-4 NMSA 1978 and Resolution 17-49.
This meeting convened with Member Lewie Montgomery presiding and
members Linda Madrid, Alyssa Rogers, Judy Armstrong City Liaison Councilor
Angela Moore and Enid Costley, Library Director, being present, and Michelle
Hembree and Patti Bristol being absent.
Mr. Lewie Montgomery called for the approval of the agenda for the April 26,
2018 Roswell Public Library Board of Trustees meeting to include: the minutes
for the March 22 meeting, regular items as follows (Library Director’s Report,
Gift from Library Foundation, Roswell Public Library Board Application,
Change Meeting area, date and time and Location of Library Press),
informational items as follows (Libraries Transform, Building Improvements,
Electronically Preserving Obituaries as Cultural Heritage (EPOCH), Sign
Language Interpreter and Past and Upcoming Events) Ms. Armstrong moved
and Ms. Madrid seconded. A voice vote was unanimous, and the motion
passed 4-0 with Michelle Hembree and Patti Bristol being absent.
Mr. Lewie Montgomery called for the approval of the minutes of the March
meeting as presented. Ms. Madrid moved and Mr. Montgomery seconded. A
voice vote was unanimous, and the motion passed 4-0 with Michelle Hembree
and Patti Bristol being absent.
Regular Items
Library Director’s Report. In addition to the written report covering March, the
Library Director gave the following updates:
E-Rate project has been included in the Library Budget. The project will
more than double the Library internet speed and provide equipment that
allows for redundancy, which with reimbursement discounts expected will
save $300 over what the Library is currently charged for internet services.
Roswell City Police Department representative, Joe Smith, presented safety
information and tips to Library Staff. The Library has purchased the book
Black Belt Librarian by Warren Graham as a resource for conversations
on Library Security. Mr. Smith has offered to review the book to ensure it
follows city policy.
Amanda Davis, Reference Librarian at the Roswell Public Library, provided
information on the Book Talk Blog. Ms. Davis is overseeing this project,
which staff book reviews, first published in the Roswell Daily Record, will
also be available on the Library website for readers advisory. Avatars are
used as a fun way to identify staff members who write a book review; links
are provided to book topics.
No action was taken
Gift from the Library Foundation. Motion made by Ms. Madrid and second by
Ms. Armstrong to have the Library Director send a thank you letter to the
Library Foundation for the gift of Summer Reading Program prizes. A voice
vote was unanimous, and the motion passed 4-0 with Michelle Hembree and
Patti Bristol being absent.
Roswell Public Library Board Application. There are currently 4 positions open
for the Library Board.
Motion made by Ms. Armstrong and seconded by Ms. Madrid to accept and
support the application for Lewie Montgomery for another term on the Roswell
Public Library Board of Trustees. A voice vote was unanimous, and the
motion passed 4-0 with Michelle Hembree and Patti Bristol being absent.
Change Meeting area, date and time. The Roswell Public Library Board of
Trustees meets in the Library meeting room (Bondurant Room) at 4:00 p.m. on
the fourth Thursday of each month with the exception of November,
December, June, July and August (unless otherwise)
Action taken.
Motion made by Ms. Armstrong and seconded by Ms. Madrid to change the
meeting of the next Roswell Public Library Board of Trustees to May 17, 2018
to avoid conflict with special meeting of the Roswell City Council. A voice
vote was unanimous, and the motion passed 4-0 with Michelle Hembree and
Patti Bristol being absent.
Motion made by Mr. Montgomery and seconded by Ms. Rogers to change the
location of the Roswell Public Library Board of Trustees to the Library
Administration Meeting Room. A voice vote was unanimous, and the motion
passed 4-0 with Michelle Hembree and Patti Bristol being absent.
Motion made by Ms. Madrid seconded by Ms. Rogers to continue to hold the
meeting of the Roswell Public Library Board of Trustees at 4:00 p.m. A voice
vote was unanimous, and the motion passed 4-0 with Michelle Hembree and
Patti Bristol being absent.
Location of Library Press. The Library Board addressed the removal of the
printing press in the children’s area of the Roswell Public Library. The press is
an 1895 Chandler & Price Platen Press. The press came to Roswell by
covered wagon and used in 1916 by the Hall-Poorbaugh Press Inc. which was
founded in 1914. According to the Roswell Public Library board meeting
minutes of June 28, 2001, Mary Stickford, the Children’s Librarian, approached
the Hall family (who recently closed the family printing business) about
donating the press to the Library. The gift was accepted with a vote of four
ayes and one opposed. The press was brought into the Library through the
front door in January 2002 and placed in the children’s area. The press is
huge and has moving parts. According to library staff, the last time it was used
was at the Library’s 100th year celebration and prior to that after it was
installed. The Roswell Art Museum does not have room for the press.
Motion made by Mr. Montgomery and seconded by Ms. Madrid to follow the
City Attorney’s advice, if possible, the Library Press should be removed from
the Library with the condition it be used to encourage and enhance art and/or
culture in the community. A voice vote was unanimous, and the motion
passed 4-0 with Michelle Hembree and Patti Bristol being absent.
Library Support of Tourism. Discussion on ways the Library staff might
support the City signature tourism events.
No action taken.
Informational Items
Libraries Transform
Ms. Costley reported that the New Mexico State Library will host a
presentation on the Libraries Transform project on July 24 of this year.
Libraries Transform is the American Library Association’s multi-year national
public awareness campaign highlighting the transformative nature of our
nation’s libraries and elevating the critical role libraries and library
professionals play in the digital age. The campaign provides branded print and
digital materials for use in local library campaigns, including “Because…”
statements that surprise and catch attention of target audiences.
For example, “Libraries Transform because . . . 5 out of 5 doctors agree that
reading aloud to children supports brain development.” and
“Libraries Transform because . . . librarians know information is the best
medicine for health care questions.”
Objectives of the Libraries Transform:
Increase awareness of and support for the transforming library.
Shift perception of the library from “obsolete” or “nice to have” to essential.
Energize library professionals and build external advocates to influence local,
state and national decision-makers.
Libraries today are less about what they have for people and more about what
they do for and with people.
Key Messages
Libraries transform lives.
Libraries transform communities.
Librarians are passionate advocates for lifelong learning.
Libraries are a smart investment
Building Improvements
Ms. Costley reported that work has been completed on replacing the doors to
the technical services area. New security was installed to provide card access
on the staff entrance. To improve the performance of the Heating and Cooling
System, a part of the roof was cut away allowing for greater air flow.
Electronically Preserving Obituaries as Cultural Heritage (EPOCH)
Ms. Costley reported that EPOCH is a digital project created by Orange
County (Florida) Library System to save local history and memories. By
engaging the community to memorialize the lives of those they have lost, the
fullness of the life of the deceased can be preserved for the family,
researchers and genealogists. The software program allows for up to 15
pieces of digital memorabilia for each person or tribute. The purpose of the
tribute is to acknowledge the passing of a loved one, celebrate the
contributions of the person’s life, and provide a rich history the person that
goes beyond the public records.
The project was created from a grant from the Institute of Museum and Library
Services (IMLS) and, as such, there is no cost for the software. The Orange
County Library System will provide training, technical support, and marketing
support for the project at one time cost of $1,500.00.
Sign Language Interpreter
Ms. Costley reported that Human Resources is working on procedures for
requesting the services of a Sign Language Interpreter.
Past and Upcoming Events
Ms. Costley reported that Library staff is still working on a brochure on Library
events and will send it out to Board members once it is completed.
