Some Council Members will be present in the City Council chambers while others may attend via Zoom video conferencing. Members of the public are able to speak during Citizen Communication and public hearings by attending the meeting in person in the City Council chambers, however those members of the public that do not want to attend the meeting in person are able to speak via videoconferencing. This meeting is also viewable live online at www.roundrocktexas.gov/tv, and on Spectrum Channel 10 and U-Verse Channel 99. A. CALL MEETING TO ORDER B. ROLL CALL C. PLEDGES OF ALLEGIANCE D. CITIZEN COMMUNICATION Any citizen wishing to speak during citizen communication regarding an item on or off the agenda may do so after completing the required registration card. All comments must be no more than 3 minutes in length per §2-26(b)(5), of the Round Rock Code of Ordinances, 2018 Edition. Any comments regarding items not on the posted agenda may not be discussed or responded to by the City Council per state law. PROCLAMATIONS, STAFF RECOGNITION AND SPECIAL PRESENTATIONS: E.1 Consider proclaiming April 11 - 17, 2021 as "Animal Control Officers Appreciation Week" in the City of Round Rock. E.2 Consider proclaiming April 11 - 17, 2021 as "Telecommunications Officers Week" in the City of Round Rock. F. STAFF PRESENTATIONS: F.1 Consider a presentation and department update from the Library. G. APPROVAL OF MINUTES: G.1 Consider approval of the minutes for the March 25, 2021 City Council meeting. H. RESOLUTIONS: H.1 Consider a resolution authorizing the Mayor to execute an Agreement with Preferred Technologies, LLC for the purchase of a security system for the new Round Rock Public Library and parking garage. H.2 Consider a resolution authorizing the Mayor to execute an Agreement with Austin Structured Cabling, LLC for the provision and installation of communication and networking equipment for the new Round Rock Public Library. H.3 Consider a resolution authorizing the submittal of a grant application for funding from the Office of the Governor, Criminal Justice Division, for the General Victim Assistance Program. H.4 Consider a resolution authorizing the Mayor to execute an Agreement with Axon Enterprises, Inc. for the purchase of public safety equipment and supplies. H.5 Consider a resolution removing the monarch designation for a tree adjacent to the proposed development site of The Depot Townhomes. H.6 Consider a resolution authorizing the Mayor to execute a Services Agreement with the property owners of 1.0 acres located at the north side of Roundville Lane and south of Louis Henna Boulevard. H.7 Consider a resolution authorizing the Mayor to execute a Possession and Use Agreement for Transportation Purposes with Nathan Leistico and Kent Leistico for a 0.114-acre right-of-way parcel required for construction of the proposed Gattis School Road Phase 3 Project. H.8 Consider a resolution authorizing the Mayor to execute a Real Estate Contract with KAF II Development Company for the purchase of a 0.164-acre parcel required for construction of Gattis School Road. H.9 Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 1 with LJA Engineering for the Red Bud Lane South Project. H.10 Consider a resolution authorizing the Mayor to execute a Contract with Chasco Construction, Inc. for the Oakmont Drive Extension Project. ORDINANCES: I.1 Consider an ordinance amending Chapter 42, Section 42-127, Code of Ordinance (2018 Edition), by amending speed zones on portions of University Boulevard from IH 35 to SH 130. (First Reading)(Requires Two Readings) I.2 Consider public testimony regarding, and an ordinance annexing 1.0 acres of land out of the Memucan Hunt Survey, Abstract No. 314, located at the north side of Roundville Lane and south of Louis Henna Boulevard. (First Reading)* I.3 Consider public testimony regarding, and an ordinance approving Amendment No. 1 to Planned Unit Development (PUD) No. 88 to allow removal of pocket parks, located southeast of the intersection of E. Main Street and N. Georgetown Street. (First Reading)* I.4 Consider an ordinance repealing Ordinance No. O-2021-060 which requires the wearing of face coverings in certain situations. (First Reading)* J. COUNCIL COMMENTS REGARDING ITEMS OF COMMUNITY INTEREST K. ADJOURNMENT *Pursuant to the terms of Section 3.13 of the Round Rock Home Rule Charter, the second reading of this ordinance may be dispensed with by an affirmative vote of all the City Council members present.
