Some Council Members will be present in the City Council chambers while others may attend via Zoom video conferencing. Members of the public are able to speak during Citizen Communication and public hearings by attending the meeting in person in the City Council chambers, however those members of the public that do not want to attend the meeting in person are able to speak via videoconferencing. E.2 Consider proclaiming May as "Historic Preservation Month" in the City of Round Rock. E.3 Consider proclaiming May 3-7, 2021 as "Air Quality Awareness Week" in the City of Round Rock. F. CONSENT AGENDA: All items listed under the Consent Agenda are considered to be routine by the City Council and will be enacted by one motion. F.1 Consider approval of the minutes for the April 8, 2021 City Council meeting. F.2 Consider an ordinance amending Chapter 42, Section 42-127, Code of Ordinance (2018 Edition), by amending speed zones on portions of University Boulevard from IH 35 to SH 130. (Second Reading) G. PUBLIC HEARINGS: G.1 Consider public testimony regarding the development of the Community Development Block Grant (CDBG) 2021-2022 Annual Action Plan. G.2 Consider public testimony regarding the proposed substantial amendment to the Community Development Block Grant (CDBG) 2019-2023 Consolidated Plan adding CDBG-CV 3 funding and COVID-19 Assistance as priority needs. H. RESOLUTIONS: H.1 Consider a resolution approving a Second Amendment to the CDBG 2019-2023 Consolidated Plan and the CDBG Annual Action Plan to include additional CARES Act funding and authorizing the Mayor to execute the subsequent Funding/Approval Agreement with HUD. H.2 Consider a resolution to ratify the execution of a Joint Election Agreement with Travis County and Participating Entities for the May 1, 2021 General Election. H.3 Consider a resolution approving the action of the Round Rock Transportation and Economic Development Corporation (Type B Corp) in authorizing the issuance of Round Rock Transportation and Economic Development Corporation Senior Lien Sales Tax Revenue Bonds, Taxable Series 2021; approving a Paying Agent/Registrar Agreement, a Project Agreement and a Bond Purchase Agreement; approving an Official Statement; and approving other matters related thereto. H.4 Consider a resolution suspending for 45 days the effective date proposed by Atmos Energy Corporation - MidTex Division in its application filed on or about February 26, 2021 pursuant to section 104.301 of the Gas Utility Regulatory Act. H.6 Consider a resolution authorizing the Mayor to execute an Agreement with Fun Abounds, Inc. for the purchase and installation of playground equipment for Frontier Park through the Community Development Block Grant (CDBG) Program. H.7 Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 4 with Rodriguez Transportation Group, Inc. for the Gattis School Road (Segment 3) Project. H.8 Consider a resolution authorizing the Mayor to execute an Interlocal Agreement with Williamson County regarding the design and construction of the Wyoming Springs/Smyers Lane Intersection Project. H.9 Consider a resolution authorizing the Mayor to execute a Real Estate Contract with Gattis School Road Business Park, Ltd. for the purchase of a 0.414-acre parcel required for construction of Gattis School Road.
