Any citizen wishing to speak during citizen communication regarding an item on or off the agenda may do so
after completing the required registration card. All comments must be no more than 3 minutes in length per
§2-26(b)(5), of the Round Rock Code of Ordinances, 2018 Edition. Any comments regarding items not on the
posted agenda may not be discussed or responded to by the City Council per state law.
E. CONSENT AGENDA:
All items listed under the Consent Agenda are considered to be routine by the City Council and will be enacted
by one motion. There will be no separate discussion of these items unless requested by a Council member in
which event, the item will be removed from the consent agenda and considered separately.
E.1 Consider approval of the minutes for the January 13, 2022 Regular City Council meeting.
E.2 Consider an ordinance amending Chapter 44, Section 44-32 and Section 44-34, Code of
Ordinances (2018 Edition), regarding water rates and sewer rates. (Second Reading)
E.3 Consider a resolution authorizing the City Manager to issue a purchase order to Library Interiors
of Texas, LLC for the purchase of library furniture.
E.4 Consider a resolution authorizing the City Manager to issue a purchase order to Workplace
Solutions for the purchase of library furniture.
E.5 Consider a resolution authorizing the Mayor to execute an Agreement with Howden Roots, LLC
to service the City's Howden Turblex Compressors.

F. RESOLUTIONS:
F.1 Consider a resolution authorizing the Mayor to execute a Professional Consulting Services
Agreement with Lyle Sumek Associates, Inc. for leadership, governance and strategic planning
services.
F.2 Consider a resolution approving the action of the Round Rock Transportation and Economic
Development Corporation (Type B Corp) in approving the First Amendment to the
Administration and Funding Agreement for the City of Round Rock Economic Development
Program.
F.3 Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 1 with HDR
Engineering, Inc. for the CR 112 from CR 117 to CR 110 Project.
F.4 Consider a resolution authorizing the Mayor to execute a Third Amendment to the Wastewater
Service Agreement with Brushy Creek Municipal Utility District.
F.5 Consider a resolution authorizing the Mayor to execute a Memorandum of Intent Related to the
Provision of Treated Wastewater Effluent from the Brazos River Basin with the City of
Pflugerville, Brazos River Authority, and Lower Colorado River Authority.
F.6 Consider a resolution authorizing the Mayor to execute an Interlocal Agreement with Williamson
County regarding the location of water system improvements along Sam Bass Road.
F.7 Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 4 with CP&Y,
Inc. for the Northeast Downtown Improvements Project.
F.8 Consider a resolution authorizing the Mayor to execute a Wastewater Service Area Transfer
Agreement with Brushy Creek Municipal Utilities District.
F.9 Consider a resolution establishing a Chapter 380 Economic Development Program for 200 E.
Austin Avenue, LLC.
F.10 Consider a resolution authorizing the Mayor to execute an Economic Development Program
Agreement with 200 E. Austin Avenue, LLC regarding construction of certain on-site and
streetscape improvements at 200 East Austin Avenue.
G. ORDINANCES:
G.1 Consider public testimony regarding, and an ordinance rezoning 2.45 acres located north of
McNeil Road and east of IH 35 from the C-1 (General Commercial) zoning district to the PUD
(Planned Unit Development) No. 136 zoning district. (First Reading)*
H. COUNCIL COMMENTS REGARDING ITEMS OF COMMUNITY INTEREST
I. EXECUTIVE SESSION:
I.1 Consider executive session as authorized by §551.072 Government Code, related to the
purchase, sale, and/or value of real property located adjacent to Forest Creek Golf Club.

J. ADJOURNMENT
*Pursuant to the terms of Section 3.13 of the Round Rock Home Rule Charter, the second reading of this
ordinance may be dispensed with by an affirmative vote of all the City Council members present.
In addition to any executive session already listed above, the City Council for the City of Round Rock reserves
the right to adjourn into executive session at any time during the course of this meeting to discuss any of the
matters listed below, as authorized by Texas Government Code:
