CITIZEN COMMUNICATION Any citizen wishing to speak during citizen communication regarding an item on or off the agenda may do so after completing the required registration card. All comments must be no more than 3 minutes in length per §2-26(b)(5), of the Round Rock Code of Ordinances, 2018 Edition. Any comments regarding items not on the posted agenda may not be discussed or responded to by the City Council per state law. E. STAFF PRESENTATIONS: E.1 Consider a presentation regarding the graduation of participants in the Round Rock Teen and Adult UniverCity program. E.2 Consider a status update on the M4 Greenlawn, LLC development known as The District. F. CONSENT AGENDA: All items listed under the Consent Agenda are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by a Council member in which event, the item will be removed from the consent agenda and considered separately. F.1 Consider approval of the minutes for the June 9, 2022 City Council meeting. F.2 Consider a resolution authorizing the City Manager to issue a Purchase Order to Magnum Trailers for the purchase of trailers. F.3 Consider a resolution authorizing the City Manager to submit an Application to the U.S. Department of Justice for the FY2022 Bulletproof Vest Partnership Grant Program. G. RESOLUTIONS: G.1 Consider a resolution authorizing the City Manager to issue a Purchase Order to Stryker Medical for the purchase of Automated External Defibrillators. G.2 Consider a resolution authorizing the Mayor to execute an Agreement with Décor IQ, LLC for holiday lighting products and services. G.3 Consider a resolution authorizing the Mayor to execute an Agreement with Shade Structures, Inc. for the purchase and installation of a fabric shade structure for the Clay Madsen Recreation Center - Tornado Clean-Up 2022. G.4 Consider a resolution authorizing the City Manager to issue a Purchase Order to Consolidated Traffic Controls, Inc. for the purchase of school-zone driver feedback signs. G.5 Consider a resolution authorizing the Mayor to execute a Contract with Austin Engineering Co., Inc. for the construction of the McNeil Road Extension Railroad Culverts. G.6 Consider a resolution authorizing the Mayor to execute Quantity Adjustment/Change Order No. 1 with Cruz Tec, Inc. for the South Interceptor Manhole Rehabilitation Project. G.7 Consider a resolution authorizing the Mayor to execute Quantity Adjustment/Change Order No. 5 with Cash Construction Company, Inc. for the Northeast Downtown Infrastructure Improvements Project. G.8 Consider a resolution authorizing the Mayor to execute an Engineering Services Contract with Garver, LLC for Round Rock West Area 3 Water, Wastewater, and Storm Drain Improvements Project. G.9 Consider a resolution authorizing the City Manager to issue a Purchase Order to CC Lynch & Associates, Inc. for the purchase of flow meters. G.10 Consider a resolution authorizing the Brushy Creek Regional Utility Authority (BCRUA) to approve Supplemental Contract No. 13 with Walker Partners/Freese and Nichols Joint Venture for the BCRUA Phase 2 Raw Water Delivery System Project. G.11 Consider a resolution authorizing the Mayor to execute the First Amendment to the Refuse Collection Contract with Central Texas Refuse, LLC. H. ORDINANCES: H.1 Consider an ordinance amending the Code of Ordinances, Vol. 1, Chapter 32, Sec. 32-25, to allow the collection of commercial refuse by persons who have a contractual relationship with the City. (First Reading)* H.2 Consider public testimony regarding, and an ordinance rezoning 11.73 acres located south of the intersection between E. Old Settlers and Settlers Glenn Drive from the C-2 (Local Commercial) zoning district to the MF-1 (Multifamily - Low Density) zoning district. (First Reading)* I. J. COUNCIL COMMENTS REGARDING ITEMS OF COMMUNITY INTEREST K. EXECUTIVE SESSION: K.1 Consider Executive Session as authorized by §551.072 Government Code related to the possible purchase and value of real property, to wit: 210 Fannin Ave., Round Rock, TX. K.2 Consider Executive Session as authorized by §551.071 Government Code relative to consultation with the city’s attorneys regarding pending litigation, to wit: Texas Disposal Systems, Inc. v. City of Round Rock, et al, cause no. 22-0482-C395. L. ACTION RELATIVE TO EXECUTIVE SESSION: L.1 Consider authorizing the City Manager to negotiate for the purchase of real property, to wit: 210 Fannin Ave., Round Rock, TX. M. ADJOURNMENT *Pursuant to the terms of Section 3.13 of the Round Rock Home Rule Charter, the second reading of this ordinance may be dispensed with by an affirmative vote of all the City Council members present.
