City of Round Rock Meeting Minutes - Final City Council Thursday, September 8, 2022 CALL MEETING TO ORDER The Round Rock City Council met in regular session on Thursday, September 8, 2022 in the City Council Chambers located at 221 E. Main Street, Round Rock. Mayor Morgan called the meeting to order at 6:04 PM. ROLL CALL Present: 7 - Mayor Craig Morgan Mayor Pro-Tem Rene Flores Council Member Michelle Ly Council Member Matthew Baker Council Member Frank Ortega Council Member Kristin Stevens Council Member Hilda Montgomery Absent: 0 PLEDGES OF ALLEGIANCE Mayor Morgan led the following pledges: United States and Texas. CITIZEN COMMUNICATION Shirley Marquardt, 2351 Masonwood Way, invited Council to an upcoming brown bag lunch and learn at Baca Center. PROCLAMATIONS, STAFF RECOGNITION AND SPECIAL PRESENTATIONS: E.1 Consider proclaiming September 15, 2022 to October 15, 2022 as "Hispanic Heritage Month" in the City of Round Rock. Council Member Ortega read and presented the proclamation. APPROVAL OF MINUTES: F.1 Consider approval of the minutes for the August 25, 2022 City Council meeting. A motion was made by Council Member Ortega, seconded by Council Member Stevens, to approve the Minutes. (First Reading)* Laurie Hadley, City Manager made the presentation. A motion was made by Council Member Baker, seconded by Council Member Stevens, to approve the Ordinance. The motion passed by the following vote: Ayes: 7 - Mayor Morgan Mayor Pro-Tem Flores Council Member Ly Council Member Baker Council Member Ortega Council Member Stevens Council Member Montgomery Nays: 0 Absent: 0 A motion was made by Council Member Ortega, seconded by Council Member Ly, to dispense with the second reading and adopt the Ordinance. (Second Reading) Susan Morgan, Chief Financial Officer made the presentation. A motion was made by Mayor Pro-Tem Flores, seconded by Council Member Stevens, to adopt on second reading the Ordinance. The motion passed by the following vote: Ayes: 7 - Mayor Morgan Mayor Pro-Tem Flores Council Member Ly Council Member Baker Council Member Ortega Council Member Stevens Council Member Montgomery Nays: 0 Absent: 0 G.3 Consider an ordinance adopting the 2022 Property Tax Rate for the City of Round Rock. (Second Reading) A motion was made by Mayor Pro-Tem Flores that the property tax rate be increased by the adoption of the tax rate of $0.342000, which is effectively a 4.8 percent increase in the tax rate. The motion was seconded by Council Member Ortega and passed by the following vote: Ayes: 7 - Mayor Morgan Mayor Pro-Tem Flores Council Member Ly Council Member Baker Council Member Ortega Council Member Stevens Council Member Montgomery Nays: 0 Absent: 0 RESOLUTIONS: H.1 Consider ratifying the property tax increase reflected in the FY 2022-2023 Budget. A motion was made by Council Member Montgomery, seconded by Council Member Ly, to ratify the property tax increase reflected in the FY 2022-2023 Budget. Brian Kuhn, Assistant Transportation Director made the presentation. A motion was made by Council Member Baker, seconded by Council Member Ly, to approve the Resolution. Ramsey Saad, Chief Information Officer made the presentation. A motion was made by Council Member Ortega, seconded by Council Member Stevens, to approve the Resolution. The motion passed by the following vote: Ayes: 7 - Mayor Morgan Mayor Pro-Tem Flores Council Member Ly Council Member Baker Council Member Ortega Council Member Stevens Council Member Montgomery Nays: 0 Absent: 0 H.5 Consider a resolution authorizing the Mayor to execute a Professional Consulting Services Agreement with Insight Psychology and Behavioral Health Services, LLC for police cadet psychological testing and evaluation services.
