City of Round Rock Meeting Minutes - Final City Council Thursday, November 3, 2022 CALL MEETING TO ORDER The Round Rock City Council met in regular session on Thursday, November 3, 2022 in the City Council Chambers located at 221 E. Main Street, Round Rock. Mayor Morgan called the meeting to order at 6:02 PM. ROLL CALL Present: 7 - Mayor Craig Morgan Mayor Pro-Tem Rene Flores Council Member Michelle Ly Council Member Matthew Baker Council Member Frank Ortega Council Member Kristin Stevens Council Member Hilda Montgomery Absent: 0 PLEDGES OF ALLEGIANCE Mayor Morgan led the following pledges: United States and Texas CITIZEN COMMUNICATION There were no citizens wishing to speak. RESOLUTIONS: G.1 Consider a resolution authorizing the Mayor to execute an Interlocal Agreement with Williamson County for the establishment of EMS ambulance and personnel housing at Round Rock fire stations. Shane Glaiser, Fire Chief made the presentation. A motion was made by Council Member Ortega, seconded by Council Member Stevens, to approve the Resolution. The motion passed by the following vote: Ayes: 7 - Mayor Morgan Mayor Pro-Tem Flores Council Member Ly Council Member Baker Council Member Ortega Council Member Stevens Council Member Montgomery Nays: 0 Absent: 0 G.2 Consider a resolution authorizing the Mayor to execute Supplemental Agreement No. 3 to City of Round Rock Software as a Service & Professional Consulting Services Agreement with PerfectMIND, Inc. for Parks and Recreation Program Management Software. Rick Atkins, Parks and Recreation Director made the presentation. A motion was made by Council Member Baker, seconded by Council Member Ortega, to approve the Resolution. Michael Thane, Utilities and Environmental Services Director made the presentation. A motion was made by Council Member Ortega, seconded by Council Member Ly, to approve the Resolution. A motion was made by Council Member Ortega, seconded by Council Member Ly, to approve the Resolution. A motion was made by Mayor Pro-Tem Flores, seconded by Council Member Ortega, to approve the Ordinance. The motion passed by the following vote: Ayes: 7 - Mayor Morgan Mayor Pro-Tem Flores Council Member Ly Council Member Baker Council Member Ortega Council Member Stevens Council Member Montgomery Nays: 0 Absent: 0 A motion was made by Council Member Ortega, seconded by Council Member Baker, to dispense with the second reading and adopt the Ordinance. The motion passed by the following vote: Ayes: 7 - Mayor Morgan Mayor Pro-Tem Flores Council Member Ly Council Member Baker Council Member Ortega Council Member Stevens Council Member Montgomery Nays: 0 Absent: 0 COUNCIL COMMENTS REGARDING ITEMS OF COMMUNITY INTEREST EXECUTIVE SESSION: J.1 Consider Executive Session as authorized by §551.087, Government Code, to deliberate the offer of a financial or other incentive to business prospects considering Round Rock as a location for new or expanded businesses that would bring economic development to the City. Mayor and Council adjourned into executive session. Mayor called executive session to order at 6:55PM, and adjourned at 7:40PM with no action taken. Council returned to regular order.
