A. CALL MEETING TO ORDER
The Round Rock City Council met in regular session on Thursday, January 11, 2024 in the City
Council chambers located at 221 E. Main Street. Mayor Morgan called the session to order at
6:03 PM.

E. PROCLAMATIONS:
E.1 Consider proclaiming January 15, 2024 as "Martin Luther King, Jr. Day" and February 2024 as
"Black History Month" in the City of Round Rock.
F. SPECIAL PRESENTATION:
F.1 Consider a presentation in appreciation of Assistant City Manager Bryan Williams’ 20 years of
service to the City.
A representative from John Carter's office provided a flag and gifts, while the departments
presented farewell gifts to Bryan Williams, Assistant City Manager.

G.1 Consider a presentation and department update from the Transportation Department.
Gary Hudder, Transportation Director gave the presentation.
H. RESOLUTIONS:
H.1 Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 1 with Halff
Associates, Inc. for the Eagles Nest Street Project.

A motion was made by Council Member Flores, seconded by Council Member Stevens, to
approve the Resolution. The motion passed by the following vote:

workspace temporary construction easement parcels from property owned by Legends Village
Homeowners Association, Inc.

approve the Resolution. The motion passed by the following vote:

H.3 Consider a resolution authorizing the Mayor to execute a Professional Consulting Services
Agreement with Dr. Tania Glenn & Associates, PA for first responder counseling services.
Wylie Brownell, Assistant Fire Chief gave the presentation.
A motion was made by Council Member Ortega, seconded by Council Member Ly, to
approve the Resolution. The motion passed by the following vote:

Street.

approve the Resolution. The motion passed by the following vote:

A motion was made by Council Member Ortega, seconded by Council Member Stevens, to
approve the first reading the Ordinance. The motion passed by the following vote:

owners of 149.34 acres of land out of the Jacob M. Harrell Survey, Abstract No. 284, located
south of McNeil Road and north of SH 45.
Bradley Dushkin, Planning and Development Services Director spoke on all three items H.5, I.2,
and I.3.

Vivek Deshpande, Transportation Engineer, Kimley-Horn all spoke and answered the Council's
questions.
Mayor Morgan opened the public hearing for speakers all I.1, I.2, and I.3. The following speakers
spoke:

Philip Welti, 1305 Oakridge Drive

The public hearing was closed.
A motion was made by Council Member Ortega, seconded by Council Member Stevens, to

J. COUNCIL COMMENTS REGARDING ITEMS OF COMMUNITY INTEREST
K. EXECUTIVE SESSION:
K.1 Consider Executive Session as authorized by §551.087 Government Code, related to consultation
with the City Attorney regarding potential legal issues related to a petition filed with the City Clerk
pursuant to §9.004 Local Government Code and Chapter 277 Election Code by “Keep Round Rock
Safe” to allow up to twelve (12) electronic billboards within the City along IH-35 and SH-45.
Mayor Morgan called executive session to order at 9:11 pm and adjourned at 10:05 pm. Mayor
Morgan called the meeting back to regular order.
L. ADJOURNMENT
There being no further business, Mayor Morgan adjourned the meeting at 10:05 pm.

ordinance may be dispensed with by an affirmative vote of all the City Council members present.
