A. CALL MEETING TO ORDER
The Round Rock City Council met in regular session on January 25, 2024 in the City Council
chambers at 221 E. Main Street. Mayor Morgan called the meeting to order at 6:02 pm.

F.1 Consider approval of minutes from the December 21, 2023 and January 11, 2024 City Council
meetings.
A motion was made by Council Member Montgomery, seconded by Council Member
Stevens, to approve the Minutes. The motion passed by the following vote:

G. RESOLUTIONS:
G.1 Consider a resolution authorizing the Mayor to execute an Agreement with Meadows at Chandler
Creek Municipal Utility District regarding the pass-through wastewater line.
Francisco Vicent, Utilities and Environmental Services Assistant Director made the staff
presentation.
A motion was made by Council Member Ortega, seconded by Mayor Pro-Tem Baker, to
approve the Resolution. The motion passed by the following vote:

which provides the best value for the Brushy Creek Regional Wastewater System East
Wastewater Treatment Plant Tertiary Filters Project.

Witness/Litigation Services for Wholesale Rate Cases with Raftelis Financial Consultants, Inc."

A motion was made by Council Member Ortega, seconded by Council Member Flores, to
approve the Resolution. The motion passed by the following vote:

H. COUNCIL COMMENTS REGARDING ITEMS OF COMMUNITY INTEREST
I. EXECUTIVE SESSION:
I.1 Consider Executive Session as authorized by §551.087, Government Code, to deliberate the offer
of a financial or other incentive to business prospects considering Round Rock as a location for
new businesses that would bring economic development to the City.
I.2 Consider Executive Session as authorized by §551.087 Government Code, related to consultation
with the City Attorney regarding potential legal issues related to a petition filed with the City Clerk
pursuant to §9.004 Local Government Code and Chapter 277 Election Code by “Keep Round Rock
Safe” to allow up to twelve (12) electronic billboards within the City along IH-35 and SH-45.
The City Council recessed to executive session. Mayor Morgan called the first executive session to
order at 7:10 p.m. and adjourned at 7:50 p.m. Mayor Morgan called the second executive session
to order at 7:50 p.m. and adjourned at 8:19 p.m.
City Council reconvened back to regular session with no action.
J. ADJOURNMENT
There being no further business, Mayor Morgan adjourned the meeting at 8:19 pm.
