City of Round Rock Meeting Minutes City Council Thursday, April 25, 2024 A. CALL MEETING TO ORDER The Round Rock City Council met in regular session on April 25, 2024 in the City Council chambers at 221 E. Main Street. Mayor Morgan called the meeting to order at 6:04 pm. B. ROLL CALL Present: 7 - Mayor Craig Morgan Mayor Pro-Tem Matthew Baker Council Member Michelle Ly Council Member Rene Flores Council Member Frank Ortega Mayor Pro-Tem Kristin Stevens Council Member Hilda Montgomery Absent: 0 C. PLEDGES OF ALLEGIANCE Mayor Morgan led the following Pledges of Allegiance: United States and Texas. D. CITIZEN COMMUNICATION Allen McMillan, 8242 Angelo Loop, spoke to Council and thanked the Round Rock Fire Department for their smoke alarm replacement program, he also spoke about Red Cross volunteers. E. PROCLAMATIONS: E.1 Consider a proclamation celebrating Dell Technologies on its 40th Birthday. Mayor Morgan read and presented the proclamation. John Howard, Director of Government Affairs - Dell Technologies, Inc., spoke and accepted the proclamation. E.2 Consider proclaiming May 2024 as "Preservation Month" in the City of Round Rock. Mayor Morgan read and presented the proclamation. Sharon Whitaker, HPC President, and Judy Anderson with Round Rock Preservation accepted the proclamation and presented the City of Round Rock a check for $53,000 for the Stage Coach Inn project. Council Member Montgomery read and presented the proclamation to Michael Thane, Utilities and Environmental Services Director. F. STAFF PRESENTATIONS: F.1 Consider a presentation and department update from Human Resources. Valerie Francois, Human Resources Director made the staff presentation. G. CONSENT AGENDA: The following items were considered routine by the City Council and were enacted by one motion. There was no separate discussion on any of these items. G.1 Consider approval of minutes from the April 11, 2024 City Council meeting. G.2 Consider a resolution authorizing the Mayor to execute an Agreement with Mistras Group Inc. for the purchase of fire apparatus testing services. G.3 Consider an ordinance amending Chapter 14, Article VIII, Section 14-213.2 of the Code of Ordinances (2018 Edition), regarding specific regulations for outdoor music venues zoned Planned Unit Development with an underlying zoning of MU-1. (Second Reading) A motion was made by Council Member Ortega seconded by Mayor Pro-Tem Baker to approve the Consent Agenda. Rick Atkins, Parks and Recreation Director made the staff presentation. A motion was made by Mayor Pro-Tem Baker, seconded by Council Member Stevens, to approve the Resolution. (First Reading)* Susan Morgan, CFO and Garry Kimball, President of Specialized Public Finance made the staff presentation for items I.2, I.3, and I.4. A motion was made by Mayor Pro-Tem Baker, seconded by Council Member Ortega, to approve the first reading the Ordinance. Mayor Morgan called the executive session to order at 7:17 p.m. and adjourned at 7:35 p.m. Council reconvened to regular session. No action was taken. L. ACTION RELATIVE TO EXECUTIVE SESSION: L.1 Consider possible action related to the purchase and/or value of real property to wit: 901 Emmanuel Street.
