Any citizen wishing to speak during citizen communication regarding an item on or off the agenda may do so
after completing the required registration card. All comments must be no more than 3 minutes in length per
§2-26(b)(5), of the Round Rock Code of Ordinances, 2018 Edition. Any comments regarding items not on the
posted agenda may not be discussed or responded to by the City Council per state law.
E. PROCLAMATIONS, STAFF RECOGNITION AND SPECIAL PRESENTATIONS:
E.1 Consider proclaiming October 13, 2025 as "Indigenous Peoples' Day" and November 2025 as
"National Native American Heritage Month" in the City of Round Rock.
F. STAFF PRESENTATIONS:
F.1 Consider a presentation and department update from Parks and Recreation Department.
G. CONSENT AGENDA:
All items listed under the Consent Agenda are considered to be routine by the City Council and will be enacted
by one motion. There will be no separate discussion of these items unless requested by a Council member in
which event, the item will be removed from the consent agenda and considered separately.
G.1 Consider approval of minutes from the September 25, 2025, City Council meeting.

G.2 Consider a resolution authorizing the Mayor to execute an Agreement with The PlayWell Group,
Inc. for play equipment at Greenhill Park through the Community Development Block Grant
(CDBG) Program.
G.3 Consider a resolution authorizing the Mayor to execute a Professional Consulting Services
Agreement with Rhyme and Reason Design, LLC related to creative services marketing.
G.4 Consider a resolution authorizing the Mayor to execute a Final Judgment for acquisition of a
0.158 acre aerial electric easement parcel required for the BCRUA Phase 2 Raw Water Delivery
Project.
H. RESOLUTIONS:
H.1 Consider a resolution authorizing the Mayor to execute a contract with Texas Materials for the
2025 Arterial Street Maintenance Program (SMP) Project.
H.2 Consider a resolution authorizing the Mayor to execute a Contract for Engineering Services with
STV Incorporated for the Northeast Downtown Phase 2 Project.
H.3 Consider a resolution determining that Royal Vista, Inc. provides the best value for the City for
the Cycle 4 - Basins 1 and 2 Wastewater Main Rehabilitation Project and authorizing the Mayor
to execute a Standard Form of Agreement.
H.4 Consider a resolution determining that TanksCo Inc. provides the best value for the City for the
Meadows Elevated Storage Tank Rehabilitation 2026 Project and authorizing the Mayor to
execute a Standard Form of Agreement.
H.5 Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 4 with
Plummer and Associates, Inc. for the BCRWWS East WWTP Tertiary Filters Preliminary
Engineering Report (PER).
H.6 Consider a resolution authorizing the Mayor to execute an Amendment to the Residential,
Commercial, and Downtown Commercial District Services Rates for the Second Amended and
Restated Refuse Collection Contract with Central Texas Refuse, LLC.
I. ORDINANCES:
I.1 Consider an ordinance amending Chapter 32, Sections 32-33(a), (b), and (c), Code of Ordinances
(2018 Edition), regarding residential, nonresidential, and downtown commercial district garbage
rates. (First Reading)(Requires Two Readings)
I.2 Consider an ordinance amending Chapter 44, Code of Ordinances (2018 Edition), by adding
Article XIV regarding microtrenching requirements. (Second Reading)
