Any citizen wishing to speak during citizen communication regarding an item on or off the agenda may do so
after completing the required registration card. All comments must be no more than 3 minutes in length per
§2-26(b)(5), of the Round Rock Code of Ordinances, 2018 Edition. Any comments regarding items not on the
posted agenda may not be discussed or responded to by the City Council per state law.
E. CONSENT AGENDA:
All items listed under the Consent Agenda are considered to be routine by the City Council and will be enacted
by one motion. There will be no separate discussion of these items unless requested by a Council member in
which event, the item will be removed from the consent agenda and considered separately.
E.1 Consider approval of minutes from the October 9, 2025, City Council meeting.
E.2 Consider a resolution authorizing the Mayor to execute an Agreement with US Specialty
Coatings for the purchase of field marking supplies for turf tank robotic field painter.
E.3 Consider an ordinance amending Chapter 32, Sections 32-33(a), (b), and (c), Code of Ordinances
(2018 Edition), regarding residential, nonresidential, and downtown commercial district garbage
rates. (Second Reading)

F. RESOLUTIONS:
F .1 Consider a resolution authorizing the Mayor to execute Quantity Adjustment/Change Order No.
1 with John King Construction, Ltd. for the Round Rock Sports Center Expansion Project.
F .2 Consider a resolution expressing official intent to reimburse certain project expenditures for
roads, trails, parks, sports and recreation facilities, and public safety.
F .3 Consider a resolution denying an application to increase rates submitted by Oncor Electric
Delivery Company LLC related to Oncor’s statement of intent to increase rates filed on or about
June 26, 2025, and requiring Oncor to reimburse the Alliance of Oncor Cities’ rate case expenses.
F .4 Consider a resolution authorizing the Mayor to execute a contract with KOM Productions, LLC
dba KOM Trails for the Behrens Ranch Mountain Bike Project 2025.
F .5 Consider a resolution authorizing the Mayor to execute an agreement with Team Marathon
Fitness Inc. d/b/a "Marathon Fitness" for the purchase of exercise equipment and installation
services.
F .6 Consider a resolution authorizing the Mayor to execute an Agreement with HydroPro Solutions,
Inc. for the purchase of water utility meters and monitoring systems.
F .7 Consider a resolution approving the proposed Brushy Creek Regional Utility Authority Annual
Operating, Debt Service, and Capital Project Budget for Fiscal Year 2025-2026.
F .8 Consider a resolution amending "Appendix A: Fees, Rates and Charges" to the Code of
Ordinances (2018 Edition), adding an annual permit fee for sidewalk furniture in mixed-use
districts.
F .9 Consider a resolution amending and approving the Downtown Sidewalk Furniture Program.
G. ORDINANCES:
G.1 Consider public testimony regarding, and an ordinance amending Chapters 1, 2, and 8 of the
Zoning and Development Code, Code of Ordinances (2018 Edition) regarding Downtown
Mixed-Use Zoning Districts. (First Reading)*
G.2 Consider public testimony regarding, and an ordinance rezoning 66 parcels of land located in the
area defined as Downtown to the MU-2 (Mixed-Use Downtown Medium Density) district, said
parcels being listed on Exhibit “A” and being shown on the accompanying map. (First Reading)*
G.3 Consider public testimony regarding, and an ordinance rezoning 40 parcels of land located in the
area defined as Downtown to the MU-L (Mixed-Use Limited) district, said parcels being listed on
Exhibit “B” and being shown on the accompanying map. (First Reading)*
G.4 Consider public testimony regarding, and an ordinance rezoning 8 parcels of land located in the
area defined as Downtown to the OS (Open Space) district, said parcels being listed on Exhibit
“C” and being shown on the accompanying map. (First Reading)*

I. ADJOURNMENT
*Pursuant to the terms of Section 3.13 of the Round Rock Home Rule Charter, the second reading of this
ordinance may be dispensed with by an affirmative vote of all the City Council members present.
In addition to any executive session already listed above, the City Council for the City of Round Rock reserves
the right to adjourn into executive session at any time during the course of this meeting to discuss any of the
matters listed below, as authorized by Texas Government Code:
