Charter Review Committee December 15, 2015 Page 1 of 2 A meeting of the Charter Review Committee was held on Tuesday, December 15, 2015 at the Mahany/Meininger Center located at 3500 Marais, Royal Oak. The meeting was called to order at 5:32 p.m. by Chairperson George. PRESENT ABSENT Chairperson George Commissioner Mahrle (5:34 pm) Richards Zukin Moore (5:33 pm) Also present were Assistant City Attorney Delores Mayer, and three Royal Oak High School students, observing, as part of a Civic Engagement project. ***** ANNOUNCEMENTS There were no announcements. ***** PUBLIC COMMENT There was no public comment. ***** APPROVAL OF MINUTES Moved by Ms. Zukin Seconded by Mr. Richards BE IT RESOLVED that the Minutes of November 24, 2015 are hereby approved as submitted. ADOPTED UNANIMOUSLY ***** OLD BUSINESS FAVORED PROPOSAL IDEAS The committee discussed eligibility language in Chapter Three Section 3 of the charter, and will research the possibilities of removing the free holder language, and reducing the minimum age to run for office. At Chapter Three Section 47 the committee will look at the possibility of raising Commissioners’ compensation as well as the Mayors’ compensation for attending meetings; or explore the possibility of reimbursement fees. Chairperson George has had conversations with City Manager Johnson, regarding Mayoral Succession. The committee wants to be clear on what Mr. Johnson would like to see with his suggestions, so Mr. George will reach out to Mr. Johnson to get clarification. He will report back to the committee at their next meeting.  Charter Review Committee December 15, 2015 Page 2 of 2 The committee discussed Chapter Fourteen, Section 11, and realized that they need further input from the City Engineer to finalize the language on that proposal. Mr. Moore will reach out to the City Engineer and ask him to speak about this section at the meeting in January. ***** NEW BUSINESS City Assessor James Geiermann reached out to Ms. Mayer with a possible charter amendment in Chapter Ten, Section 3. The committee felt that it would be best if Mr. Geiermann could attend a meeting in January and explain what he would like to see changed in this section. Ms. Zukin presented several areas of the charter that she would like to explore further. She will look closer at those areas, and present ideas to the committee at the next meeting. ***** SET MEETING DATE AND ADJOURNMNET The next meeting of the Charter Review Committee will be held on Tuesday, January 26, 2016.
