City of Royal Oak Recreation Department 1600 North Campbell Road Royal Oak, MI 48067 248-246-.3180 Minutes Parks, Recreation and Senior Services Advisory Board Thursday, July 11 ,2019 at 7:00p.m. Mahany/Meininger Senior/Community Center 3500 Marais Avenue Royal Oak, MI 48067 Meeting called to Order 7:00 PM Members Present: Sarah Kindinger, Tim Ciechorski, Maya Harris, Commissioner Melanie Macey, Nicole McEachern, Jeff Platcha Also, Present: John Fedele, Superintendent of Recreation, Members Absent:, Greg Rassel, Director of Public Services and Recreation, Crystal Chow, Ilene Orlanski I. Approval of Minutes: Motion by Paul Kanan, Second by Nicole McEachern. Pass unanimously. II. City Commission Comments: Update on issues we’ve talked about. Asked Jeff to go to DDA for handicap places and we were able to get handicap spots. Normandy Oaks Park is getting started on as well as the Golf Course. Due to the rain these projects have been delayed. III. Public Comment: Janice Wagman – regarding Wifi, been contacted by people that they would like to use the computers at Senior Center lab like computers are used at the Library. Requested to have someone from Oakland County to give a presentation at next meeting. Handicap parking at Farmers Market has been re-painted. Ron Wolfe – Retention pond at Normandy Oak’s Park. Suggest be drenched out and made into a real pond. Bio swales that are designed, could be seen as mosquito traps. Senior/Handicap parking on main street, there was parking on the side streets. Sue Diski – Golf course netting: two buildings, A and C, when the vote was taken, building A was in the dark and was told not allowed and lost the voting rights. Regarding the letter that was sent to, they were talking about the golf course netting not the driving range. Not true that the balls were bouncing from the green over the fence into the condos, it is not true. We need the netting. Barbara Kern – We live on the side of the course why do the other people on the other side have any say to do with the golf course. Against netting. Joyce Valentine – Building C, 4th floor, 11 years and have had three or 4 balls gone through screens of balcony that have had to be repaired. Have had window in bedroom smashed and had to replaced. People are scared to parked car by where the tee is. For the netting. Diane Darnell – For the netting Building C. Building A and C are one unit and building A should be a part of the vote because they are affected by the pool. After the green windscreen has been put on, 15 balls have hit the green screen and hit the building. Mary Mills – For the netting. Presents bill for glass and netting for screens that have come through. Lives on 4th floor. Carol Turner Robinson – 2nd floor building C for netting, moved there two years ago, many people told to not park there because of getting hit with the Golf Balls. One of 16 people that face the 4th green. Values safety over minimal effect the net would have. Beverly Schaeffer – one who sent the first letter, against the netting. Building C The board did not come to our building asking for our vote that is why I sent the letter. Doesn’t understand how netting would help with the situation. Montgomery – president of the board, brought. For the net. Record of the how many balls have hit the building since the windscreens are up. Claims that as the board, they have the right to make decisions based on the community. Everyone but 3 people from both buildings said they wanted the net. If they want to vote, they must go around and sign a petition. John – Building C, first floor, been there since February have not seen a ball hit the window. Wife is against netting, but he has mixed emotions. Chartered member of the Royal Oak Golf Course for years. Jim Hammond – Building A, for the netting. With the trees removed from hole 5, more balls are coming to hit that side of building C. This is a safety issue which is his biggest concern. Unis Ross – Building C, windows on the side facing golf course, for netting. Have not had window broken but have had shutters hit and a car that has been hit.  Al Kuner – For netting. Has been living in Royal Oak for 26 years. Most of the balls are going over the netting not through the chain link fence. Bill Kiefer – vice president of the board, Building A, attended the commission meeting in August, Mr. Rassel preceded to say that 95% of the golf balls go through the fence and are false. Hole/Cup is 124 feet from the building. Board is anonymous of all units. Mr. Rassel mislead the commission. This whole thing about the netting affecting the view is fallacious at best. Raise of hands: For: 16 Against: 8 End Public Comment IV. Business: a. Royal Oak Golf Course Netting - Tim would like to table this for further research. Motion by Paul Kanan, second by Commissioner Macey.  Discussion: o Commissioner Macey got first letter regarding the netting saying we wanted the letter. Then we got another letter saying we don’t want this letter none of this voted for this, so it has been very confusing and after tonight we have cleared some areas. Chances of someone getting hit are low, but there is still a chance. Agrees with doing more research. o Jeff Platcha was on that course in high school and has hit someone in the back with the ball. One hit you can feel really terrible about. o Sarah Kindinger states that safety is a primary concern, if there is even a chance, we have to be on the side of caution. - Passed unanimously. V. Items not on the Agenda: Tim Ciechorski – computers at the senior center lab are not set up like the computer lab that is similar to the library. If this is something. Jeff Platcha – Senior Task Force update: Closed the forums but still seeking people’s comments. Putting out letter, asking people if they would  be interested in calling a city line and leaving a quick comment for someone on the task force to get back too. Also send a letter for people with meals on wheels and get feedback from that. Partnered with AARP and Liveable communities which can get more involved in. Task force meetings are held here at 6:30. July 27th is the next meeting at 7 pm at the Senior Center. Parks and Rec board want e-mail update on Normandy Oaks Park. VI. Upcoming Events Dream Cruise – August 17 Arts Beats and Eats – August 30 – September 3 Barktoberfest – September 13 - 15 Next Meeting: Thursday September 5 at 7:00 p.m. Adjourn: Motion by Nicole McEachern, second by Paul Kanan.
