City of Royal Oak Recreation Department 1600 North Campbell Road Royal Oak, MI 48067 248-246-.3180 Minutes Parks, Recreation and Senior Services Advisory Board Thursday, December 3, 2020 at 7:00p.m. Zoom Royal Oak, MI 48067 Meeting called to Order 7:16 PM Members Present: Sarah Kindinger, Tim Ciechorski, Commissioner Melanie Macey, Mike Ripinski, Crystal Chow, Maya Lane Harris, Joseph Murphy, Director of Planning, Glenn Pulice, Royal Oak Golf Center, Also, Present: John Fedele, Superintendent of Recreation, Members Absent: Ilene Orlanski, Paul Kanan, Aaron Filipski Director Public Works and Recreation, I. Approval of Minutes: Motion Mike Ripinski, second by Sarah Kindinger. Unanimously approved II. City Commission Comments: Lawson and Franklin Park upgrades approved. Had public comment about more tennis courts at Franklin. Randy Levasseur stepped down as City Commissioner. There are openings on this body as well as others. III. Public Comment: Brandon Mason – Appreciates having a softball season when we did. Is curious about the upgrades to Worden Park – definite need of upgrades. Great steps for adding lights to fields, would like to see improvements to dugouts etc. Ryan Johnson – Echo’s same comments from Brandon Mason. Thanks for getting season off this season, would like to see fences in the outfield, even if raised team fees, most teams would be in favor. Understands limitations for a multipurpose area. Would be an added benefit. Jeannette – would like to see outdoor fitness at the senior center End Public Comment IV. Business: a. Royal Oak Golf Center Report - Glenn Pulice – It has been a challenging year being closed for 6 weeks and cautious on opening the first couple weeks. Center limited number of balls people could hit. Did a lot of Covid procedures to keep everyone safe. Goal was to keep everyone out of building as much as possible. - Will be adding a new machine that is capable of cleaning and adding new golf balls. Brand new distribution machine, new paint to the building and cleared shrubbery. - Request for price increase on buckets of golf balls.  $8 small bucket: $1.50 increase  $11 medium bucket: $1.00 increase  $13 large bucket: $1.00 increase o All pricing still below Carl’s Golf Land - Mike Ripinski: Glad to see and hear about Glenn’s award. Condition of center is a whole lot better than what it was 10 years ago. - Sarah Kindinger: When was the last increase request?  Glenn Pulice: 2018 - Crystal Chow: Last increase was $.50 back in November 2018. - Sarah Kindinger motions to approve price increase recommended by Glenn Pulice, 2nd by Crystal Chow. Pass unanimously. b. FY21-22 CDBG Park Upgrades - Joseph Murphy: Shifted CDBG funds to improve parks as Commissioner Macey noted, approved the upgrades to Lawson and Franklin Park. Put together a bid packet to go out to bid in January for work in the spring. - Anticipates a delay to a park improvement but hesitant to say because project is not out to bid yet. - Next FY starts July 1, 2021 and would like to take suggestions from the board on priority. To do all 4 parks will be costly. -John presents options for Clawson Park Sarah Kindinger: What are we look at for funding? Joseph Murphy: Patterns indicate we will receive $1.1 million from the government and after commission approval parks will receive $500,000 Commissioner Macey: Be cool to add some train feature to Clawson Park. -John presents options for Hudson Park Commissioner Macy: Basketball court most used feature. Suggest 5-12-year-old play structure. Save the turtle/frog feature. Potentially a shelter?  Tim Ciechorski: There was a strong input from this neighborhood, upgrade area to coincide with nearby Lawson and Franklin Park. - John presents options for Lockman Park Sarah Kindinger: Please remove dog waste bin from park Commissioner Macey: Make sure we keep basketball and tennis courts. Mike Ripinski: Take advantage of the tree density, co-op with the Nature Society Crystal Chow: Loves the idea of coinciding with nature society. Plaques by trees etc. - John presents options for Worden Park Mike Ripinski: How often do high schools use these fields? Charge/game? John Fedele: Worden fields are heavily used Monday – Sunday, Shrine, Roeper, St. Mary’s and other schools/travel teams use these fields as well as city leagues. Commissioner Macey: possible fencing at Worden 4 & 5. Play structure at Worden? c. Discussion to move January 7th meeting to January 14th. - Motion by Mike Ripinski to move January’s meeting to the 14th, 2nd by Commissioner Macey. Pass unanimously. d. Staff Reports - John Fedele: New text feature will be rolling out where residents can text our DPS number and we can receive updates and respond via text. Has other features that can be used down the line. - Donation tree at the Senior Center and cookie kits are available. V. Items not on the Agenda: Sarah Kindinger: Inquiry regarding an Eagle Scout project using a Go Fund Me page for a city park. Tim Ciechorski: Recently elected to school board and will be stepping down as meetings are on the same day. VI.
