City of Royal Oak Recreation Department 1600 North Campbell Road Royal Oak, MI 48067 248-246-.3180 Minutes Parks, Recreation and Senior Services Advisory Board Thursday, January 6, 2021, at 7:00p.m. Leo Mahany/Harold Meininger Senior Community Center Game Room 3500 Marais Royal Oak, MI 48067 Meeting called to Order 7:00 PM Members Present: Commissioner Melanie Macey, Sarah Kindinger, Joseph Vukich, Michael Lawrence, Rebecca Cheezum, Samantha Grant Also, Present: John Fedele, Superintendent of Recreation, Aaron Filipski Director Public Works, and Recreation, Glenn Pulice, Manager of Royal Oak Golf Center, John Maten, President of Michigan WWII Legacy Members Absent: Mike Ripinski, Crystal Chow I. Approval of Minutes: Motion Joseph Vukich, second by Commissioner Melanie Macey. Unanimously approved II. City Commission Comments: No comments III. Public Comment: Janice Wagman – not being able to use computers, recommend 1 or 2 computers stay. Thinks there is still a need. Would like to see intergenerational activities. It will be a win-win opportunity to interact with kids. Can give students some sense of self worth. End Public Comment IV. Business: a. Election of Officials - Motion by Commissioner Macey to nominate Sarah Kindinger as Chair, Joseph Vukich as Vice Chair and Mike Ripinski as Secretary. No second, motion fails  - Motion by Commissioner Macey to nominate Sarah Kindinger as Chair, Mike Ripinski as Vice Chair, Samantha Grant as Secretary. 2nd by Michael Lawrence, passed unanimously. b. Public Engagement – Arboretum Trail Paving Discussion - Commissioner Macey voted this down last year from a different grant because of unknown financials with the city, excited to see it back. - Rebecca Cheezum wonders if aggregate path would satiety ADA requirements. - Janice Wagmam – harder to traverse with aggregate and not only wheelchairs but people pushing. There is ADA compliant but there is also ease of use. - John Maten – the smoother you make it, the more bikes and skaters you will have. The aggregate serves the area better. - Rebecca Cheezum – data we got from the aging in place task force showed not a lot of benches and tables. Support to see this in the proposal. c. Royal Oak Golf Center - Glenn Pulice presents to board a price increase in golf balls to work with the increase in equipment and materials. Proposed increase:  $.50 increase for small bucket (45 balls) $8 to $8.50  $1.00 increase for medium bucket (70 balls) $11 to $12  $1.00 increase for large bucket (100 balls) $13 to $14.  Adding an additional smaller bucket (25 balls) for $6 o Motion by Michael Lawrence for approval of rate increase outlined in proposal letter. 2nd by Samantha. Passed Unanimously. d. WWII Legacy Memorial - John Maten presents handout to board that describes the processes and phases of the WWII Legacy Memorial to be constructed at Memorial Park.  Phase 1: 1300 paver bricks donated will be the pathway as well as a full-size statue and service flags. 3-month timeline for phase 1 completion with install in April. - Currently working on funding for the granite wall. Future phase will include an amphitheater, larger walkways 9 total statues and hope to work with city to improve more of the park. e. Senior Center Report - John Fedele mentions Senior Center Coordinator interviews will take place on January 20 and 21st. - Computers were removed from computer lab due to lack of use and can now use the room for other purposes. Emphasis on “multi-purpose” room. Looking into have a mobile laptop station for center to check out laptops. f. Staff Report - Aaron discuss Waterworks Park and the three different tracks   1. Money for screening improvements. The new parks and forestry supervisor is on top of this  2. Most want the storage gone now.  Find suitable property size in industrial area as an alternative site. Provide other option for emergency staging/projects. - Put money in the CIP for a space utilization study at DPS and potentially work on DPS improvements regardless of Waterworks Park status. - John States the RFQ for the master plan and the RFP for the skilled landscape areas in Normandy Oaks (Oaks Savannah, Grow Zones etc.) was posted and expires in February. Also talks about the carboard sled competition. V. Items not on the Agenda: - Sarah Kindinger presents a survey sheet to be handed out to the members of the dog park that ask questions regarding the minimum age requirements for park entry, green screening on fence and what types of improvements members would like to see in the park. - Rebecca Cheezum mentions the first aging in place task force meeting took place and were focusing on getting to know each other and look at the provided data.
