Meeting called to Order 7:08 PM
Members Present: Rebecca Cheezum, Michael Lawrence, ,
Commissioner Melanie Macey, Sarah Kindinger, Samantha Grant, Vincent
Brown
Also, Present: John Fedele, Superintendent of Recreation,
Members Absent: Aaron Filipski Director Public Works and Recreation,
Alexandra Borngesser, Joseph Vukich, Mike Ripinski
I. Approval of Minutes: Motion by Michael Lawrence , 2nd Commissioner
Macey, unanimously approved.
II. City Commission Comments:
Ice rink did pass, 4-3. This body’s recommendation was recognized. Had
a lot of people come to city commission talk about port-a johns at Lawson
Park. Local residents don’t want it. Local residents unhappy Lawson Park
has become a destination park. Right place to discuss would be at the
Parks and Rec board. Want parking now and unhappy the pavilion is
being rented. Request the pavilion stopped being rented.
Did soccer club kickoff for master plan, think it went well.
III. Public Comment:
Timothy Pare – city put on a bicycle day royal oak. Find something to do
with Covid friendly. Took example of Woodward Dream Cruise, start and
end wherever you want to go, and people can come and go wherever to
participate. Idea is to have it on a Sunday morning. Course would be
between Woodward and Crooks, an 8-mile course. Have an extended
course for those who want to go further and extend through Normandy
Oaks Park. Longest part would be a 14-mile course. Request to be on
agenda.
Patrick McGee – back on February 14th, 2022, city approved item 8-f,
capital project for engineering departments solution to flooding on
Normandy Road. Focus project was to install a large rain garden. Should
have come to the parks and recreation board and a good portion of
Pioneer Park is a giant hole for a rain garden. Takes u most of the park.
September 27th traffic committee, used to be a traffic light at Elks Park, hit
by a tow truck, removed, and would like to see it installed again. Raised
concern to Holly, the speeding on Normandy Rd along Elks Park.
Suggests reaching out to engineering department and explain issue of
speeding a long it’s parks.
Janice Wagman – Regarding mileage, does not believe there will be
enough money in there that is supposed to happen according to the city
manager’s letter. If passes, hopes the board would make the feelings
known to advocate for parks and senior with ARPA funds. Many
surrounding counties are using the ARPA funds for parks and seniors.

IV. Business:
a. Senior Center Report
- Successful Senior Healthy Living Fair
- Open House Royal Oak Aging in Place Plan October 22nd 2022
10 am to noon.
b. Master Plan Review
- Presents master plan content to board. Aiming to release draft
plan to the public in November. 30-day public comment period
and after that sent to commission for adoption. Will be receiving
full draft of plan at next board meeting.
c. Staff Report
- Waterworks storage mostly empty
- Pre-school teacher retiring
- Hudson Park update
- Received 5 gallons of honey from Normandy Oak’s hives. Will
sell the honey to re-new contract and/or purchase new hives to
be placed at Normandy Oaks.
V. Items not on the Agenda:
Commissioner Macey – Mr. Filipski mentioned making better pollinator
pathways for our parks and planting more milk weed plants
Motion to add bike day on Novembers agenda, 2nd by Commissioner
Macey, passed unanimously.
Sarah Kindinger – start seeing art in our parks, meet with the commission
of the arts to partner and bring a plan to the group. Proposal to group for
dog park safety and make it a requisite and do something with the dog
park survey.

Halloween Fest – October 28, 2022
Next Meeting: Thursday November 3, 2022 at 7:00 p.m.
Adjourn: Motion Samantha Grant, 2nd by Commissioner Macey. Unanimously
approved at 8:45 pm
