CITY OF ROYAL OAK REHABILITATION BOARD OF APPEALS MINUTES OF REGULAR MEETING HELD ON February 25, 2014 A regular meeting of the Rehabilitation Board of Appeals was held at 7:00 p.m. on Tuesday, February 25, 2014 in Room 309 of City Hall. PRESENT: ABSENT: John D’Agnillo None Commissioner Kyle DuBuc (arrived at 7:09) Chairperson James Johnson Ilene Lanfear Vice Chairperson Pete Mancour Carl Stone Marshall Thompson STAFF ALSO PRESENT: Rick Bremer, Rehabilitation Finance Officer ********** Chairperson Johnson called the meeting to order at 7:03 p.m. The Board acknowledged the service of Bill Willard, whose term expired, and welcomed new member Ilene Lanfear. ********** PUBLIC COMMENT Chairperson Johnson opened the Public Comment, hearing none, the Public Hearing was closed. ********** MINUTES of November 26, 2013 MEETING MOVED by Mr. Thompson SUPPORTED by Mr. Stone To approve the minutes of November 26, 2013 as presented. APPROVED UNANIMOUSLY (5-0); Ms. Lanfear abstained. ********** REHABILITATION APPEALS Case DL/G-2546/13. Mr. Bremer stated that the applicant is a single woman at 510 S. Wilson who was conditionally approved by the Board of Review for a grant of $6,050 and a deferred loan of $19,950. However, the applicant’s assets are $53,720 which exceed the guidelines limit of $50,000 to be eligible for a deferred loan. Applicant is requesting Board approval, citing her medical expenses and the necessity to work part time to supplement her social security income. Mr. Thompson inquired of the level of her medical expenses and when she may be eligible for Medicare. She is 66. MOVED by Mr. Stone SUPPORTED by Mr. D’Agnillo To approve the deferred loan for $19,950 as presented. APPROVED UNANIMOUSLY (7-0) ******** OTHER BUSINESS Board members noted the increase in the amount of grants approved this year. Grants of up to $20,000 were newly offered this year for exterior improvements. Beginning January 2014, the maximum grant will be $10,000. It was noted that HUD has not yet advanced the funds for the fiscal year beginning July, 2013. The Board discussed the possibility of promoting the Home Improvement Program through local media such as the Daily Tribune and Patch.com. ********** ADJOURNMENT MOVED by Mr. D’Agnillo SUPPORTED by Ms. Lanfear To adjourn the meeting. APPROVED UNANIMOUSLY (7-0) The meeting was adjourned at 7:32 p.m. The next meeting regularly scheduled meeting is March 25, 2014. 2
