APPROVED UNANIMOUSLY (5-0) ********** COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM PUBLIC HEARING ON THE PY 14/15 ANNUAL ACTION PLAN Chairperson Johnson opened the Public Hearing regarding the community goals and needs to assist in the development of the Annual Action Plan for Program Year 2014/2015. Hearing none, the Public Hearing was closed. Mr. Murphy described the intent of the public hearing. No further action from the Board was necessary. ******** COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM REVIEW OF APPLICATIONS FOR FUNDING Mr. Murphy reminded the Board that HUD issued notice of funding levels / entitlement amount for PY 14/15. Therefore, the Board reviewed each funding request / application in light of the entitlement amount. The funding requests relate to the upcoming program year (July 1, 2014 – June 30, 2015). Applicants were invited to attend the public meeting, however none were present. The Board reviewed and discussed each request individually. Commissioner DuBuc departed the meeting at 8:12 p.m. ********** COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM RECOMMENDATION TO THE CITY COMMISSION ON THE PY 14/15 ANNUAL ACTION PLAN Upon conducting the public hearing and after its careful review of all applications for financial assistance, the following resolution was considered: MOVED by Mr. D’Agnillo SUPPORTED by Mr. Stone Whereas, the Rehabilitation Board of Appeals has reviewed the submitted applications for funding relative to Program Year 2014-2015 Community Development Block Grant Annual Action Plan; and Whereas, the Rehabilitation Board of Appeals held public hearings on the development of the Annual Action Plan at its September 24, 2013 and March 25, 2014 meetings and considered all comments; Be It Resolved, that the Rehabilitation Board of Appeals does hereby recommend the attached activities with associated funding levels to the City Commission as the Program Year 2014-2015 Community Development Block Grant Annual Action Plan. 2 of 3  Rehabilitation Board of Appeals March 25, 2014 PROPOSED PY 14/15 CDBG EXPENDITURES / ACTIVITIIES REHAB BOARD OF APPEALS’ 03-25-14 RECOMMENDED BUDGET PUBLIC SERVICE Senior Center – Administration & Programs 130,000 Kiwanis Club of Royal Oak – Reading Program 5,000 HOUSING REHAB PROGRAM Owner Rehabilitation Assistance 650,000 PUBLIC IMPROVEMENTS Replacement of Playground Equipment – Wagner & Westwood parks 40,000 Construction of Parking Lot At Whittier Park 120,000 E Eleven Mile Road – Public Art 40,000 E Fourth Street Corridor Improvements – Phase I – Campbell Rd to Alexander Ave 575,000 ADMINISTRATION Program Administration 279,000 UNPROGRAMMED FUNDS / CONTINGENCY 18,571 TOTAL ESTIMATED PROGRAM COST $1,857,571 PROPOSED CDBG REVENUES Entitlement Allocation $1,097,571 Residential Rehab Repayments 300,000 Transfer from Prior Years 460,000 TOTAL ESTIMATED PROGRAM REVENUES $1,857,571 APPROVED UNANIMOUSLY (4-0) ********** OTHER BUSINESS None. ********** ADJOURNMENT MOVED by Mr. D’Agnillo SUPPORTED by Mr. Stone To adjourn the meeting.
