CITY OF ROYAL OAK REHABILITATION BOARD OF APPEALS MINUTES OF REGULAR MEETING HELD ON JUNE 24, 2014 A regular meeting of the Rehabilitation Board of Appeals was held at 7:00 p.m. on Tuesday, June 24, 2014 in Room 309 of City Hall. PRESENT: ABSENT: Chairperson James Johnson Vice Chairperson Pete Mancour Commissioner Kyle DuBuc John D’Agnillo Carl Stone Ilene Lanfear Marshall Thompson STAFF ALSO PRESENT: Debbie Murray, Rehabilitation Finance Officer ********** Chairperson James Johnson called the meeting to order at 7:04 p.m. ********** PUBLIC COMMENT Chairperson James Johnson opened the Public Comment, hearing none, the Public Hearing was closed. ********** MINUTES of April 22, 2014 MEETING MOVED by Mr. Stone SUPPORTED by Mr. Thompson To approve the minutes of April 22, 2014. APPROVED UNANIMOUSLY (4-0) ********* REHABILITATION APPEALS Case DL/G-2624/13. Ms. Murray stated that the applicant was asking for an appeal as her assets of $98,045 were above the $50,000 guideline. The applicant has resided at the property since 1985. All of the improvements will be to the exterior of the dwelling MOVED by Mr. Stone SUPPORTED by Commissioner DuBuc APPROVED UNANIMOUSLY (4-0) ********** Case L/G-1946/98. Ms. Murray stated that the applicant was asking for a subordination to refinance his existing first mortgage and to pay off the City of Royal Oak loan. The existing loan-to-value (LTV) ratio is 70%, the proposed LTV is 74%. The applicant will be saving Rehabilitation Board of Appeals April 22, 2014 Page 2 $233 per month. The subordination is related to the $20,000 grant which will be amortized in equal parts (10%) over a 10 year period.
