City of Royal Oak Rehabilitation Board of Appeals Minutes of the regular meeting held on October 25, 2016 A regular meeting of the Rehabilitation Board of Appeals was held at 7:00 p.m. on Tuesday, October 25,2016 in room 309 of city hall. Present: Absent: Vice Chairperson John D'Agnilio Marshall Thompson Commissioner Kyle DuBuc Kyle Bruckner Rebecca Maas Carl Stone Staff present: Debbie Murray, Rehabilitation Finance Officer Joseph M. Murphy, Director of Planning ********** Call to Order Vice Chairperson John D'Agnilio called the meeting to order at 7:02 p.m. ********** Minutes of the August 23, 2016 meeting Moved by Mr. Bruckner Supported by Ms. Maas To approve the minutes of the August 23, 2016 meeting as presented. Motion adopted unanimously. ********* Subordination request Case No. UDL-1770/95 Ms. Murray stated the applicant is requesting a subordination of their loan. The subordination request may not be administratively approved because the applicant intends to access equity I cash from their primary mortgage. Additionally, the city's interest in the property would shift from first place to third place and the applicant's loan-to-value ratio will increase. Board members engaged in conversation with the applicant. Moved by Mr. Stone Supported by Ms. Maas To agree to subordinate the city's loan up to, but not exceeding $30,000. Motion adopted unanimously ********* RehabilITation Board of Appeals -october 25, 2016 mtg Subordination request Case No. DL-2478/10 Ms. Murray stated the applicant is requesting a subordination of their loan. The subordination request may not be administratively approved because the applicant intends to access equity 1cash from their primary mortgage. Additionally, the applicant's loan-to- value ratio will increase. Board members engaged in conversation with the applicant. Moved by Mr. Stone Supported by Commissioner DuBuc To approve the subordination request as presented. Motion adopted unanimously ********* Public hearing on community needs toward the development of the Program Year 2017-2018 Annual Action Plan Mr. Murphy stated that HUD regulations require public hearings to obtain input regarding the community needs during the development of the Annual Action Plan. The city must hold at least two (2) public hearings per year to obtain citizen's views and to respond to proposals and questions, to be conducted at a minimum of two (2) different stages of the program year. Together, the hearings must address anticipated housing and community development needs and the development of proposed activities to address these needs. This public hearing shall fulfill the requirement of obtaining citizen's views of housing and community development needs in the development of the PY 2017-2018 Annual Action Plan. Vice-Chairperson John D'Agnilio opened the Public Hearing, hearing none, the Public Hearing was closed. No further action was necessary. ********** Program Year 2017-2018 tentative schedule Mr. Murphy outlined the estimated timeframe to complete PY 17/18 Annual Action Plan and the current program year (PY 16/17). No action was necessary. ********** Approval to release application for assistance form - Program Year 2017-2018 Mr. Murphy provided the Board with the application for financial assistance for next program year. The Board will begin its review of the submitted applications after the application deadline (December 30,2016). 2 Rehablillation BoanJ of Appeals -October 25, 2016 mtg No action was necessary. ********** Meeting schedule for calendar year 2017 Mr. Murphy reminded the Board of the City Commission's established Policy on Scheduling Meetings Relevant to Holidays. The Board was provided with a tentative meeting schedule for calendar year 2017 and a list of religious holidays as identified by the Interfaith Council. Mr. Murphy reminded the Board that the city's policy requires that "All departments must make every effort to schedule meetings on days or evenings that will not interfere with major religious holidays". The Board did not wish to adjust its tentative meeting schedule, as it did not identify any conflicts with "major religious holidays." Moved by Ms. Maas Supported by Mr. Stone That the Rehabilitation Board of Appeals, after reviewing the materials presented and weighing its options and with all due respect to the various religious affiliations, hereby reaffirms its calendar year 2017 meeting schedule as presented. 2017 Meeting Schedule Rehabilitation Board of Appeals Regularly Schedule Meetings Held Fourth Tuesday Of Each Month At 7:00 p.m. in City Hall January 24 2017 February 28 2017 March 28 2017 April 25 2017 May 23 2017 June 27 2017 July 25 2017 AUQust 22 2017 September 26 2017 October 24 2017 November 28 2017 December 26 2017 Motion Adopted Unanimously ********** other Business Ms. Murary and Mr. Murphy provided the Board with a status update on numerous CDBG- funded activities from the last program year and this program year. ********* Adjournment Moved by Mr. Stone 2 Rehabilitation Board of Appeals -October 25, 2016 mtg Supported by Ms. Maas To adjourn the meeting.
