City of Royal Oak Rehabilitation Board of Appeals Minutes of the regular meeting held on May 23, 2017 A regular meeting of the Rehabilitation Board of Appeals was held at 7:00 p.m. on Tuesday, May 23, 2017 in room 309 of city hall. Present: Absent: Chairperson John D'Agnilio Heather Darling Commissioner Kyle DuBuc Kyle Bruckner Tyler Lynch Carl Stone Vice Chairperson Rebecca Maas Staff present: Debbie Murray, Rehabilitation Finance Officer Joseph M. Murphy, Director of Planning ********** Call to Order Chairperson D'Agnilio called the meeting to order at 7:02 p.m. ********** Minutes of the March 28, 2017 meeting No action taken. ********* Subordination request Case No. 2620 Ms. Murray stated the applicant is requesting a subordination of their loan in an effort to obtain a "reverse" mortgage. Board members engaged in conversation with the applicant. Moved by Mr. Lynch Supported by Mr. Stone To approve the subordination request as presented. Motion adopted 6 - 0 (Commissioner DuBuc absent) ********* Community Development Block Grant program overview and review of applications for funding Staff presented an overview of the program and individual applications for funding for next program year. The board discussed each application in light of the estimated budget. Public hearing on the program year 2017/2018 annual action plan No public comment was provided. Recommendation to the city commission RehabilITation Board of Appeals -May 23, 2017 meeting Moved by Mr. Bruckner Supported by Mr. Stone Whereas, the rehabilitation board of appeals held public hearings with regard to determining the city's community development needs for inclusion in the py 17/18 annual action plan at its October 25, 2016 and May 23, 2017 meetings and considered all comments; and Whereas, the rehabilitation board of appeals has reviewed a draft version of the py 17/18 annual action plan at its May 23, 2017 meeting; Be It resolved, that the rehabilitation board of appeals does hereby recommend approval of the py 17/18 annual action plan; and Be it further resolved, the rehabilitation board of appeals does hereby recommend the attached activities with associated funding levels to the city commission to incorporation into the py 17118 annual action plan and that funding levels be adjusted proportionally from the estimated funding levels to match actual allocation amounts. proposed py 17/18 CDSG expenditures I activities rehab. board of appeals May 23, 2017 recommended budget public services ROSES - in-home supportive services 33,000 HAVEN - assistance to victims of sexual assault or domestic violence 10,000 SOS - emergency she"er services for homeless indiv. 20,000 housing rehabilitation program owner rehabilitation assistance 700,000 public improvements Marks Park & Waterworks Park - adu" recreation equipment 40,000 neighborhood tree replacement program 150,000 Shemnan Drive landscaping 120,000 E. Program overview and review of applications for funding public service activities ROSES program - in-home assistance with chores, minor home repair, and personal care for the elderly HAVEN - counseling, advocacy, first response, forensic exams, shelter, intervention for victims of domestic violence / sexual assault South Oakland Shelter - emergency shelter services for former Royal Oak residents who are now homeless housing rehabilitation program - owner-occupied, single-family housing rehabilitation program public facilities & infrastructure improvements - design and construction of bio-swales along E. Fourth St. between Knowles St. and S. Campbell Rd. - tree replacement program in CDBG target areas - purchase and installation of adult recreation equipment at Marks Park program administration & fair housing testing unprogrammed / contingency funds 2.
