Minutes of the regular meeting held on March 21, 2023
A meeting of the Royal Oak Rehabilitation Board of Appeals was held at 7:00 p.m. on
Tuesday, March 21, 2023, in Room 1186, City Hall, 203 S. Troy St., Royal Oak M! 48067.

Community Development Block Grant Program
Review of Applications for Program Year 2023 (July 1, 2023 — June 30, 2024)
Community Development Block Grant Funding
The board and staff discussed the applications in relation fo the program’s National
Objective, housing, and non-housing, and community development needs, and anticipated
budget.

Public Hearing on the Proposed Program Year 2023 Annual Action Plan
Mr. Murphy provided an overview of the CDBG program and stated that HUD regulations
require public hearings fo obtain input regarding the community needs. The city must hold
at least two (2) public hearings per year to obtain citizen's views and to respond to
proposals and questions. The public hearings must be conducted at two (2) different stages
of the program year. Together, the hearings must address anticipated housing and

community development needs and the development of proposed activities to address
these needs. This public hearing shall fuffill the requirements of obtaining citizen’s views at
the needs assessment stage of the process.
Chairperson Stone opened the public hearing. No one spoke. The public hearing was
closed.

Whereas, the rehabilitation board of appeals held public hearings to determine the city’s
community development needs for inclusion in the PY 2023 annual action plan at its
November 22, 2022 and March 21, 2023 meetings and considered all comments; and
Whereas, the rehabilitation board of appeals has reviewed a draft version of the PY 2023
annual action plan at its March 21, 2023 meeting;
Be it resolved, that the rehabilitation board of appeals does hereby recommend the
attached activities with associated funding levels to the city commission for incorporation
into the PY 2023 annual action plan.

Lighthouse / South Oakland Shelter — homeless prevention & assistance $ 25,000
South Oakland Cilizens For The Homeless — homeless assistance $ 30,000

Lockman Park improvements $900,000
Clawson Park improvements $135,000
program administration including fair housing testing services $250,000
contingency / unpragrammed funds $105,079
total estimated program costs $1,080,079
estimated PY 2023 CDBG revenues
entilement allocation $1,180,079
program income — residential rehab. loan repayments $275,000
transfer from prior years $525,000
total estimated program revenues $1,980,079
Be it further resolved, that the rehabilitation board of appeals recognizes that the scale of
proposed improvements at Clawson Park exceed the amount of CDBG funds ($135,000)
allocated to the activity. To achieve all proposed improvements during PY 2023, an
alternative funding source(s) must be leveraged. If an alternative funding source(s) is not
available and all proposed improvements do not proceed forward during PY 2023, the
CDBG funds shall be retuned to the overall contingency fund.
