Miscellaneous MEETING ADJOURNED: 7:01 PM RUSSELLVILLE AIRPORT ADVISORY COMMISSION Minutes of Meeting DATE 09/26/2023 OLD BUSINESS: 1. Aircraft Campsite Construction: FAA says this is probably a no go, but Patrick was sure of the reason why. Could be homeless problems, inability to advertise. It was suggested that if we can get it done, perhaps get a grant to extend bike paths to airport and have someone put rental bikes at the airport. McClelland Engineers presented a potential plan that is typically used by the state parks for consideration of layout. Airport Director will discuss further with FAA. 2. New Commission Member to be recommended: Chairman & Director each thought the other had communicated with the Mayor. Director will submit Commission recommendation of Emily Oakley to the Mayor. 3. Completion of SOP Document: Teaff presented final draft. Unanimously voted to submit to Mayor for his approval. (Teaff & Director have a meeting w/ Mayor to submit Oct. 4th @ 10:00am) 4. KRUE Project Update: Runway re-marking is underway. Initial marking will be complete this week. Crew will return after 30 days and apply final marking. 5. Potential Amendments to Commission Ordinance: Teaff presented that current Ordinance #1998, dated December 20th, 2007 has two sections needing change. Section 6 needs updated to reflected new Rules & Regulations (if adopted) & Section 8 needs to be followed regarding Commisison terms or amended to reflect current practices. NEW BUSINESS: 1. CIP Approval: 2024 & 2025 CIP (FAA Capital Improvement Plans) were presented by Engineers. Copies attached. (Motions Teaff/West – unanimously passed) 2. Open Hangar Relocation & Enclosing: Bill West asked about moving one of the open hangars from the main tie down area. Engineers will investigate feisability and report cost and possible location. This will free up more of the ramp space for larger & more aircraft. 3. Miscellaneous: Talburt suggested renting out spots to planes on hangar waiting list in the Cogswell Hangar until a permanent tenant is found.
