Consideration of an Ordinance Rezoning Certain Realty in the City of Russellville; Accepting an Impact/Mitigation Fee for the Development of Property Along South Vancouver Between West Main Street and West Second Street to Maintain and Improve the Surrounding Area Infrastructure; Specifically Allocating the Impact/Mitigation fee to be Applied Only to Certain Infrastructure Maintenance and Improvements; Authorizing the Mayor and City Clerk to Sign a Development Agreement Between the City and Wal-Mart Real Estate Business Trust to Pay for Fully Actuated Traffic Signal at the Intersection of West Main Street and Vancouver Avenue; Restricting the Deliver Times for Certain Types of Vehicles Delivering to the Proposed Neighborhood Market—Recommended by Planning Commission. 2.
