Specifications for WiFi at City Hall, to Set the Procedure to Solicit Bids for WiFi at
City Hall and to Review and Accept the Lowest Responsible Bid.

1. Consideration of an Ordinance to Ban Street Solicitation throughout the City of
Russellville—Department Heads. (Second Reading).
2. Consideration of a Resolution Requiring the Removal or Razing of an
Unoccupied, Dilapidated Structure located at 1115 South Boston Avenue;
Restoring the Property up to the Arkansas Fire Prevention Code and City Codes
Thereby protecting the Health, Safety and Welfare of the Public—Code
Enforcement Bill Clark, City Attorney Trey Smith. (Postponed from last month
due to new information).
3. Consideration of a discussion of possible legal action regarding Premium Protein
Products (rendering plant)—Mayor Eaton.
4. Consideration of a Resolution Amending the Downtown Master Plan—Alderman
Richard Harris.
New Business:
1. Consideration of a Discussion of Maintenance of City Rights-of-Way—Mayor
Eaton.
2. Consideration of an Ordinance Amending the Zoning Code Permitted Uses—City
Attorney Trey Smith.
3. Consideration of an Ordinance to Rezone Property located at 3223 North
Arkansas from R-4 (Manufactured Home Park or subdivision) to C-2 (Highway
Commercial), submitted by Parry and Karen Brogdon (Z).14.10.179). Approved
by Planning Commission on an 8-0 vote.

4. Consideration of a Resolution to Set a Public Hearing December 18th to Vacate a
portion of South Arlington Avenue right of way lying between 2425 West 4th
Street and 2355 West 4th; also described as lying between Block 2 lot 10 of
Brookside Estates and Lot 24 of Brookside Addition, submitted by Denielle &
Jason Fredrick and Frank & JoAnne Straight. (ST.14.10.75) Planning
Commission approved 8-0 vote.
5. Consideration of a Resolution to issue a Special Use Permit to allow
Establishment and Operation of an Auto Repair Shop at 114 North Elmira in a
C-2 Highway Commercial Zone, submitted on Appeal by Stephanie Gray
because the Planning Commission denied request. (Failed on a 5-3 vote).
6. Consideration of an Ordinance Adopting the 2014 Energy Code—Brian Holstein,
Community Development, Alderman Steuber.
7. Consideration of an Ordinance Adopting the 2014 National Electrical Code
(NEC)—Brian Holstein, Community Development, Alderman Steuber.
