Item 2. 1st Quarter Expense for the Russellville Boys & Girls Club n the amount of $17,584.67. Item 3. 1st Quarter Expense for the Arkansas Valley Alliance for Economic Development in the amount of $19,837.36. Unfinished (Old) Business. Item 1. Consideration of an Ordinance Prohibiting Retail Sale of Recreational Marijuana in the City of Russellville, Arkansas, Should the State of Arkansas Legalize Recreational Marijuana But Remain Illegal Under Federal Law; Excepting Medical Marijuana From the Ordinance; Prescribing a Penalty and For Other Purposes. Second of Three Readings. Submitted by Rick Harrell. Item 1 was Tabled at the March 19, 2020 City Council Meeting Item 2. Consideration of an Ordinance Vacating and Abandoning North Beaumont Street Between West “B” Street and West “C” Street in the City of Russellville, Pope County, Arkansas; and for Other Purposes. Submitted by Vicki Baldwin, Esmeralda Rubio, and Glenn M. Heaton. Third and Final Reading. Unanimously approved by the Planning Commission. Item 2 was Tabled at the March 19, 2020 City Council Meeting Item 3. Consideration of an Ordinance Amending the Zoning Code for the City of Russellville, Arkansas, Adopted by Ordinance No. 1966 and for Other Purposes. (Russellville Zoning Code in regard to Amending the El Paso/University Zone). Third and Final Reading. Unanimously approved by the Planning Commission. Item 3 was Tabled at the March 19, 2020 City Council Meeting Item 4. Consideration of an Ordinance Amending the Zoning Code for the City of Russellville, Arkansas, Adopted by Ordinance No. 1966 and for Other Purposes. (Russellville Zoning code regard to adding verbiage for vehicle storage areas and trees). Third and Final Reading. Unanimously approved by the Planning Commission. Item 4 was Tabled at the March 19, 2020 City Council Meeting Item 5. Consideration of a Resolution Requiring the Removal or Razing of an Unoccupied Dilapidated Structure Thereby Protecting the Health, Safety and Welfare of the Public; Providing for Lien on the Property to Recover Costs Associated With Removal of Structure Upon Nonpayment; and for Other Purposes. Property is located at 408 East F Street. - Code Enforcement Item 5 was Tabled at the March 19, 2020 City Council Meeting Item 6. Consideration of an Ordinance for the Vacation Part of North Greenwich Ave. to the City of Russellville, Pope County Arkansas and for Other Purposes. This would vacate the east 10 feet of North Greenwich Avenue being west of and adjacent to Lot 7 Block 4 of the JL Shinn Addition to the City of Russellville, Arkansas. Submitted by Matt McCoy. (ST.20.01.96) Located at East Parkway and North Greenwich. Second of Three Readings. Passed unanimously by the Planning Commission. New Business. Item 1. Consideration of a Resolution Granting a Special Use Permit to allow placement of an off-premise sign for Arkansas Heart Hospital Clinic and Carti Cancer Center, located at 209 South Portland Avenue in a C-2. Submitted by Kevin Nelson on behalf of Wobbe Lane, LLC. Passed unanimously. Item 1 was Tabled at the March 19, 2020 City Council Meeting Item 2. Consideration of a Resolution Granting a Special Use Permit for a Massage and Spa Business and for Other Purposes. (Angel Massage and Spa to operate at 2008 West Main Street in a C-4. Submitted by Pamela Curry. (SP.20.02.177) - Passed unanimously. Item 2 was Tabled at the March 19, 2020 City Council Meeting Item 3. Consideration of a Resolution Granting a Special Use Permit for an Adult Development Day Treatment Facility and for Other Purposes. (Adult Development Day Treatment Facility at 920 North University Avenue in R-3. Submitted by Dave Garza on behalf of Friendship Community Care Inc. (SP.20.02.178) – Passed unanimously. Item 3 was Tabled at the March 19, 2020 City Council Meeting Item 4. Consideration of an Ordinance Amending the Zoning Code for the City of Russellville, Arkansas, Adopted by Ordinance No. 1966, and for Other Purposes. (To update the Russellville Zoning Code in regard to Article 3.21 Sidewalks - Commercial Uses) Unanimously approved. Item 4 was Tabled at the March 19, 2020 City Council Meeting Item 5. Consideration of a Resolution to set a Public Hearing to Vacate the south 15 feet of East “C” Street, the east 10 feet of South Detroit Avenue, along Lots 5 & 6, Block 21, J.L. Shinn Addition to the City of Russellville Arkansas. Less and except a 10 foot by 10 foot chamfer in the northwest corner of said right-of-way closure. Submitted by James and Patricia Brown. - Approved unanimously. Item 5 was Tabled at the March 19, 2020 City Council Meeting Item 6. Consideration of a Resolution Welcoming Gulfside Casino Partnership to the Community and for Other Purposes. Submitted by Chris Olson Meetings. 1.
