AGENDA SPECIAL CALLED CITY COUNCIL MEETING Tuesday, January 3, 2023 5:30 p.m. First Floor Conference Room Welcome and Call to Order. Mayor Fred Teague Roll Call. Gina Skelton, City Clerk-Treasurer Special Business. Item 1. Consideration of a Resolution to Change and Update the Name on the City’s Bank Accounts and Credit Cards to Remove the Name of the Former Mayor; and for Other Purposes. Item 2 Discussion and Resolution for Approval of the 2023 Rules of Procedure and Standing Rules. 3.3 City Council Agenda Meeting: (a) The agenda meetings to set the agenda for the regular monthly City Council meetings should typically meet on the Tuesday of the week prior to the week of the regularly scheduled City Council meeting at approximately five-thirty p.m. (5:30 p.m.) in the First Floor Conference Room at City Hall immediately after the Finance/ Property Committee meeting. Should that room not be available or be inconvenient to the meeting, the Mayor’s Office shall announce the new meeting site for the meeting as soon as possible to the Council Members and the media outlets. (b) Report From Department of Public Works. Part of the City Council Agenda Meetings of the City Council shall include a report from the Director of Public Works or their designee to the City Council on the current status of Public Works projects of the City. (c) Report from Department of Planning and Development. Every quarter of the calendar year as a part of the City Council Agenda Meeting of the City Council, the City Council shall hear a report from the Director of Planning and Development or their designee providing updates on the implementation of the newly adopted revised Zoning and Land Subdivision and Development Codes, the impact each Code is having within the community and any proposals from the Department of Planning and Development to amend either Code. Section 4. Committees of the City Council Standing Rules. 4.1 Standing Committees: (a) The City Council shall have two (2) standing committees, the Finance/Property Committee and the Personnel Committee with each committee composed of four (4) Council Members of the Council. A.C.A. §14-43-501. The membership of each standing committee shall have no more than one (1) Council Member from each ward of the City. (1) The first standing committee is the Finance/Property Committee. They shall hear and debate all financial and property matters concerning the City of Russellville and make recommendations to the City Council regarding municipal financial or property concerns. The Mayor and the Finance Director shall be ex-officio members of the Finance/Property Committee. (2) The second standing committee is the Personnel Committee and shall hear and debate all personnel matters involving the employees of the City of Russellville and make recommendations to the City Council regarding personnel matters. The Mayor and Human Resources Director shall be ex-officio members of the Personnel Committee. Item 3. 2023 Committee & Liaisons Assignments  Agenda Prep for Finance Committee Meeting, Tuesday, January 10, 2023 at 5:30 p.m. at City Hall First Floor Conference Room followed by the City Council Agenda Prep Meeting at 6:00 p.m.  Finance Committee Meeting, Thursday, January 19, 2023 at 5:30 p.m. at City Hall Council Chambers followed by City Council Meeting at 6:00 p.m. Adjourn.
