CIVIL SERVICE COMMISSION MEETING 5:00 p.m., January 27, 2015 1st Floor Conference Room, City Hall Commissioners: City/Department Representatives Toni Bachman, Chairman (Present) Freddie Harris, City Council Liaison (Absent) Bert Fleck (Present) Trey Smith, City Attorney (Present) Jim Campbell (Present) Jeff Humphrey, Police Chief (Present) Phillip Lea (Present) John Cochran, Fire Chief (Present) Garrie Kellam (Present) Tracey Cline-Pew, Human Resources (Present) MEETING MINUTES Toni Bachman, Chairman called the meeting to order at 5:15 p.m. The Commission reviewed the minutes of the December meeting. Bert Fleck made a motion that the minutes be approved. Jim Campbell seconded the motion and the minutes were approved. Old Business Civil Service Commission  Toni Bachman asked the Police and Fire Chief to advise Jim Campbell of any changes that they would like to see in the Civil Service Rules and Regulations that are currently being reviewed. Chief Humphrey advised that he would like to see a revision to the out factors for police officers since the existing out factors are not always a true measure of a candidate’s character. He also advised that the Police Department was considering polygraphing all new hires. Although it already states in the application packet that new hires will be polygraphed, the RPD has not actually begun the practice. Police Department  Chief Humphrey reminded the Commission that entry level testing had been scheduled as follows: February 14, 2015, 8:00 a.m. Firing Range PAT Testing February 14, 2015, 1:00 p.m. RPD Written Testing February 21, 2015, 8:00 a.m. RPD Oral Interviews  Chief Humphrey asked that the Commission finalize the promotional testing dates for Sergeant. The written test was scheduled for May 2, 2015 at 8:00 a.m. at the RPD. Once it is determined how many will be testing, Assessments and Interviews will be scheduled. Chief Humphrey advised that they were still finalizing the study material. The Police Department has been revising their internal policies and 25% of the test will cover RPD policies and procedures. Chief Humphrey believes that as many as 15 officers may test for Sergeant. Fire Department  Chief Cochran informed the Commission that the appointment of three new hires had been made. Two of the candidates will go to the academy. One was a certified Firefighter. OLD BUSINESS Civil Service Commission None. Police Department None. Fire Department None. At 5:30 Jim Campbell made a motion that the meeting be adjourned. Bert Fleck seconded the motion and the meeting was dismissed.
