CIVIL SERVICE COMMISSION MEETING 5:00 p.m., April 28, 2015 1st Floor Conference Room, City Hall Commissioners: City/Department Representatives Toni Bachman, Chairman (Present) Freddie Harris, City Council Liaison (Present) Bert Fleck (Present) Trey Smith, City Attorney (Absent) Jim Campbell (Present) Jeff Humphrey, Police Chief (Present) Phillip Lea (Present) John Cochran, Fire Chief (Present) Garrie Kellam (Present) Tracey Cline-Pew, Human Resources (Present) MEETING MINUTES Toni Bachman, Chairman called the meeting to order at 5:00 p.m. The Commission reviewed the minutes of the January meeting. Bert Fleck made a motion that the minutes be approved. Garrie Kellam seconded the motion and the minutes were approved. Old Business Civil Service Commission  None. Police Department  Chief Humphrey reminded the Commission that the written promotional test for the rank of Sergeant was scheduled for May 2, 2015 at 8:00 a.m. at the RPD. He advised that there were 14 candidates signed up to test. Both Phillip Lea and Toni Bachman will be in attendance at the written test. Chief Humphrey asked the Commission to set a tentative date for Assessments. Based on past experience, he expected there to be seven or eight candidates to interview. He stated that he had Assessors coming from Springdale, Hot Springs, and Conway. The Assessments and Oral Interviews were tentatively scheduled for Tuesday, May 19, 2015 beginning at 9:00 a.m. Chief Humphrey suggested that there be administrator training prior to the Assessments and Oral Interviews.  Chief Humphrey presented the Commission with proposed changes for the Civil Service Commission Rules and Regulations document. He explained that revisions include changes in the mission statement, and conflicting rules that could impede day-to-day operations. He based many of his changes on the Rules and Regulations of other cities. The Commission reviewed and discussed the Chief's proposed changes in detail. Most of the suggested changes were approved. A revised document will be presented at the next Civil Service Commission meeting. Fire Department  None. NEW BUSINESS Civil Service Commission None. Police Department None. Fire Department  Chief Cochran advised the Commission that the Fire Department just had two firefighters complete the academy. One of the new probationary firefighters was certified when he was hired. However, his performance and knowledge was not satisfactory. Upon recommendation of the Battalion Chief, the probationary firefighter was being sent to the academy.  Chief Cochran stated that one of his firefighters was injured in a training exercise. Due to the severity of his injuries, the firefighter is applying for LOPFI disability and likely will not be returning to work. In addition, a Captain is having surgery in August and will be out for an extended period of time.  Chief Cochran reported that his department had been working on updating their Rules and Standard Operating Procedures.  Beginning in April, the Fire Department will begin baseline physical exams for firefighters. The physical exams will be performed every two years. Chief Cochran advised that the firefighters were taking the new protocol well, with the exception of some minor disapproval from a few of the men. At 7:00 p.m. Bert Fleck made a motion that the meeting be adjourned. Phillip Lea seconded the motion and the meeting was dismissed.
