CIVIL SERVICE COMMISSION MEETING 5:00 p.m., January 24, 2017 Russellville City Hall Commissioners: City/Department Representatives: Toni Bachman, Chairman, Present Trey Smith, City Attorney, Present Bert Fleck, Absent Jeff Humphrey, Police Chief, Present Garrie Kellam, Present Kirk Slone, Fire Chief, Present Jim Campbell, Present Brent Hamm, Battalion Chief, Present Phillip Lea, Present Josh Moore, Captain, Present Ray Watkins, Present Sean Ingram, Media Jim Horton, Present Phil Sims, City Council Liaison, Present Tanessa Vaughn, Human Resources, Present MEETING MINUTES Chairman Toni Bachman called the meeting to order at 5:10 p.m. The Commission reviewed the minutes of the October 25, 2016 meeting. Garrie Kellam made a motion that the minutes be approved. Phillip Lea seconded the motion and the minutes were approved. OLD BUSINESS Civil Service Commission  Two officers were recognized. Mark Rinke from the fire department and Beau Sisson from the police department for outstanding service. Police  None. Fire Department  None. NEW BUSINESS Civil Service Commission  New members were recognized – Ray Watkins and Jim Horton. Lots were drawn – Ray will serve a 6 year term and Jim will serve a 3 year term.  The first reading of the Civil Service Commission Rules and Regulations was discussed. The final reading of the Rules and Regulations will be held at the next meeting. Police Department   Test dates were set for entry level March 4 and March 11, 2017. There was discussion about the hiring process and advertising. Fire Department Two applicants have been hired. Went into executive session to discuss personnel matters. Meeting reconvened Action taken – updated list. Meeting adjourned at 6:00pm.
