CIVIL SERVICE COMMISSION MEETING 5:00 p.m., June 27, 2017 Russellville City Hall Commissioners: City/Department Representatives: Toni Bachman, Chairman, Present Trey Smith, City Attorney, Present Bert Fleck, Present Jeff Humphrey, Police Chief, Present Garrie Kellam, Present Kirk Slone, Fire Chief, Absent Jim Campbell, Present Brent Hamm, Battalion Chief, Present Phillip Lea, Absent Tanessa Vaughn, Human Resources, Present Ray Watkins, Present Sean Ingram, Media, Present Jim Horton, Present Phil Sims, City Council Liaison, Present MEETING MINUTES Chairman Toni Bachman called the meeting to order at 5:00 p.m. Commission reviewed the minutes from March 28, 2017 and minutes were approved. OLD BUSINESS Civil Service Commission  None. Police  Sergeant exam tentatively set for first part of September. Fire Department  None. NEW BUSINESS Civil Service Commission 1. Election of Chairman and Executive Secretary for 2017. Commission voted for Bert and Toni to remain in their current positions. 2. Honored officers from Police and Fire were mentioned. 3. Update on police files. 4. Memorial service for K. Mainhart was discussed. Police Department  Chief Humphrey discussed critical staffing with the commission. Five openings and 1 employee retiring in July. 3 out on FMLA. Openings are becoming hard to fill. Recommended a 12% in pay for entry level to be competitive. Promotional test in September, order the test, 9 employees will take the exam. Exam will need to be ordered.  Fire Department None The Commission went into executive session for a personnel matter. Action Taken – List updated for police department.
