CIVIL SERVICE COMMISSION MEETING 5:00 p.m., October 27, 2020 City Hall, Russellville Commissioners: City/Department Representatives: Phillip Lea, Chairman Present Trey Smith, City Attorney Present Toni Bachman, Present David Ewing, Police Chief Present Ruben Camacho, Absent Kirk Slone, Fire Chief Absent Bert Fleck, Present Brent Hamm, Battalion Chief Present Jim Horton, Present Tanessa Vaughn, Human Resources Present Mark Lykins, Present Phyllis Carruth, City Council Liaison Absent Ray Watkins, Absent Meeting Minutes Chairman Phillip Lea called the meeting to order at 5:00 p.m. Minutes Reviewed -- The Commission reviewed the minutes of the September 22, 2020 meeting. Bert Fleck made a motion that the minutes be approved. Mark Lykins seconded the motion and the minutes were approved. OLD BUSINESS  Proposed changes to Russellville Civil Service Commission Rules and Regulations were read for the first time. NEW BUSINESS Fire Dept.  The age limitation was reviewed in regards to Fire Department applicant Jason Todd Thompson who has paramedic qualifications. It was noted that Civil Service Rules and Regulations, Chapter 3, Section IV, states that positions may be filled on a case by case basis for those with professional qualifications. Fleck made motion to rank Thompson on the new hire applicants list as his test scores allow. Horton seconded motion and the Commission approved the motion. Police Dept.  Lykins made motion and Fleck seconded for Commission to enter executive session for editing the latest Police New-Hire List. The list was edited. Lykins made motion and Fleck seconded motion for end of executive session. At approximately 5:40 p.m. the meeting adjourned.
