RUSSELLVILLE CIVIL SERVICE COMMISSION MINUTES January 24, 2023, 5:00 p.m., Central Fire Station, Russellville and Online via Google Meets Commissioners: City/Department Representatives: Phillip Lea, Chairman Present Trey Smith, City Attorney, Absent Toni Bachman, Present David Ewing, Police Chief, Present Jon Brown, Present Kirk Slone, Fire Chief, Present Ruben Camacho, Present Brent Moix, Battalion Chief, Absent Barbara Horton, Present Tanessa Vaughn, Human Resources, Absent Mark Lykins, Absent Jason Ramsey, Present Meeting Minutes Horton moved and Bachman seconded motion to approve minutes of October 25, 2022. The Commission approved the minutes. Business  Arrangements were made for entry-level testing February 4 and 11.  Tentative date was proposed for Lieutenant promotional testing of May 11.  Chief Ewing proposed the hiring of certified officer Josh Foshee. Camacho moved and Horton seconded motion to allow hiring Foshee per Civil Service Commission Rules and Regulations, Chapter 3, part IV, Suspension of Competition. The Commission approved the motion.  Horton moved and Bachman seconded a motion to read by title only with summary, “Police Department Entry-Level Physical Agility Test Layout”, Appendix 7.0 to Civil Service Commission Rules and Regulations. The new appendix details historical and continuing practice for clarity and repeatability, including the length, obstacles and pass/fail criteria of the test. The Commission approved the motion. This constitutes the second reading.  Bachman moved and Horton seconded motion to read by title only with summary, the change to “Fire Department Promotion Requirements”, Appendix 2.0 of Civil Service Commission Rules and Regulations. This change to Appendix 2.0, 1) affects all Fire Department positions except Assistant Chief, 2) better details current practice and, 3) includes additional extra credit points for the possession of a Paramedic certificate. The Commission approved the motion. This constitutes the third reading. o Bachman moved and Horton seconded motion to adopt the changes to Appendix 2.0 of Civil Service Commission Rules and Regulations. The Commission approved the motion.  Lea announced his intention of stepping down as chairman and shared his discussions with Lykins regarding his willingness to serve as chair. Bachman moved and Horton seconded a motion to elect Lykins as Chairman of the Commission. The Commission approved the motion. At 5:26 p.m. meeting adjourned.
