RUSSELLVILLE CIVIL SERVICE COMMISSION MINUTES
February 28, 2023, 5:00 p.m.,

Meeting Minutes
Bachman moved and Camacho seconded motion to approve minutes of January 24, 2023. The
Commission approved the minutes.
Business
Jon Brown presented the updated Entry Level Policeman Authorized Certified List.
Tentative date was proposed for Lieutenant promotional testing of May 11. Chief Ewing
indicated that the police department was interested in changing the test for promotional
testing. The commission agreed.
Lea moved and Brown seconded a motion to read by title only with summary, “Police
Department Entry-Level Physical Agility Test Layout”, Appendix 7.0 to Civil Service Commission
Rules and Regulations. The new appendix details historical and continuing practice for clarity
and repeatability, including the length, obstacles and pass/fail criteria of the test. The
Commission approved the motion. This constitutes the third reading.
o Lea moved and Camacho seconded the adoption of the rule change above. The
Commission approved the motion.
The Commission discussed allowing Jason Hedgecock to interview. Jason missed his interview on
February 11. The Commission agreed to allow him to interview on March 11.
Chairman Lykins gave a list of suggested changes in the new hire process for the police
department. The handout is attached. Discussion ensued focusing on the application process
and whether to keep it open or not, the order and frequency of testing and the legal notice of
testing. It was agreed that the list of suggested changes were not ready to be acted on. It was
also agreed that the Commission would conduct new hire testing and interviews for the current
list of applicants on March 11.
Lea moved and Camacho seconded to enter executive session to discuss the Entry Level
Policeman Authorized Certified List. Chief Moix left the room and the audio recording was
stopped. Camacho moved and Bachman seconded removing Tyler Bowen from the Certified List.
