Russellville Oakland Cemetery Commission Minutes
December 16, 2014
The Russellville Oakland Cemetery Commission met on Tuesday, December 16, 2014, at 5:30 p.m. in
the 1st Floor Conference Room for the regular monthly meeting.
Attending: Director Stephanie Warwick, City Attorney Trey Smith, Chairman / Alderman Garland
Steuber, Commissioner / Secretary Mindy Hudson, Commissioner / Vice-Chairman John Harris,
Commissioner Patricia Petray, Commissioner Donna Eubanks, Commissioner Anna Fields,
Commissioner Rebecca Howell, and visitor Laura Bean from the Courier.
The meeting was called to order at 5:30 p.m. by Chairman Garland Stueber.
Old Business:
The First Order of Business was to approve the minutes from the November 18, 2014, regular
meeting. Commissioner Anna Fields made a motion to approve the minutes and was seconded by
Commissioner Rebecca Howell. The motion passed unanimously.
The Second Order of Business was to review the financial report prepared by Finance Director
McKaughan, who was absent. The Commissioners each looked at and reviewed the written report.
Commissioner John Harris made the motion to accept the report. Commissioner Eubanks seconded
this, and the motion passed unanimously.
The Third Order of Business was current cemetery projects. The first issue discussed was the
monument repair project. It was noted that the flags set out to mark monuments needing repair had
been removed by an unknown person. The probability of vandalism with graffiti in area, the flag
removal and with the monuments being turned over or around was brought up. To address the first
issue, Chairman Steuber suggested using white paint to mark the ground near the monuments needing
attention. Another attempt will be made to mark these, and Director Warwick will take pictures and
get estimates from two companies for repairs. These include McGee Monument and Steele Standing
Monuments. A police report will be made concerning the graffiti and broken headstone. Director
Warwick will contact the proper city department for removal of the graffiti, and will have the
headstone set back in place.
The next issue discussed was concerning the display case for the certificate/license.
Commissioner Harris stated that the case is made but needs to be painted, which he will have done. He
will also donate the cost for the display case, which is $40.
The last issue update was on the sewer lines in the boundary extension. Chairman Steuber
stated that the work being done is separate from the extension plans and there won't be a significant
change for our purposes in expansion.

The Fourth Order of Business concerned replacement for Commissioner John Harris. Chairman
Steuber informed us that Mr. David Lee would be appointed for this position. Commissioner Petray
has agreed to another term and will be so appointed to start a new four years in January. Commissioner
Howell also stated she wishes to be reappointed for four years starting in January. Commissioner
Eubanks and Commissioner Hudson have terms through 2016, and Commissioner Fields has a term
through 2017.
New Business:
The First Order of New Business was the updated contract for lawn maintenance. Commissioner
John Harris made a motion to accept the contract, which was seconded by Commissioner Donna
Eubanks. This passed unanimously.
The Second Order of New Business was a discussion of the layout for the cemetery extension.
Chairman Steuber suggested that we wait to see the plan by the city engineer.
The Third Order of New Business was a discussion begun by Commissioner Fields about the fact
that the first mayor of Russellville, Joseph Battenfield, is buried in Oakland Cemetery. She suggested
we consider a special marker for this grave.
Chairman Stueber adjourned the meeting at 6:15 p.m.
