Russellville Oakland Cemetery Commission Minutes SPECIAL MEETING March 31, 2015 The Russellville Oakland Cemetery Commission met on Tuesday, March 31, 2015, at 5:30 p.m. in the Council Chambers Conference Room on the second floor for a special meeting. Attending: Director Stephanie Warwick, Chairman Garland Steuber, City Attorney Trey Smith, Mayor Randy Horton, Vice-Chairman/Commissioner David Lee, Commissioner/Secretary Mindy Hudson, Commissioner Patricia Petray, City Council Liaison Robert Wiley. Absent: Commissioner Donna Eubanks, Commissioner Anna Fields, and Commissioner Rebecca Howell. The meeting was called to order at 5:30 p.m. by Chairman Garland Steuber. New Business: The Order of New Business concerned storm damage caused by straight-line winds in the area during the night of March 25, 2015. The largest oak tree in the cemetery, located close to 11th Street on the south end, was uprooted. A written report was handed to each member present but not discussed. There was a very brief, general discussion about the need to remove the tree. Director Warwick stated that two bids were obtained so far, one for $5,000 and another for $4,800, but further stated she was requested to only seek approval of up to $4,800 in cemetery funds for the removal of the tree. She also stated that a magnolia tree along Detroit with minor damage could be cleaned up for $250. Without further discussion, a motion was made by Commissioner Lee to approve $4,800 and was seconded by City Liaison Wiley. Commissioner Hudson expressed concern over the high cost of the removal, and although not wanting to delay taking care of the issue, wanted more detail. Commissioner Petray also expressed concerns and had questions as to how the tree would be removed. The wetness of the ground was mentioned as being a problem for gaining access around the tree. The Mayor stated that if Public Works can get equipment in, the City could avoid using a crane the first bids had included, and end up with spending a lesser amount. Director Warwick stated she would continue to gather bids and go with whatever is best to take care of the cleanup. Any damage to headstones will be assessed after the tree removal. Chairman Steuber asked if there was any more discussion. Commissioner Petray expressed dismay at the rush. Commissioners Petray and Hudson and Director Warwick each noted that we should not hurry through any meeting, especially a called meeting, and that there should be time given to discuss and assess important issues. Commissioner David Lee again restated his motion that up to $4,800 from the cemetery funds be used to clean up debris from both trees. City Liaison Wiley seconded the motion. All voted to approve the motion. Chairman Steuber adjourned the meeting at 5:45 p.m.
