Russellville Oakland Cemetery Commission Minutes December 20, 2016 The Russellville Oakland Cemetery Commission met for the regular monthly meeting on Tuesday, December 20, 2016, at 5:30 p.m. in the first floor Conference Room. Attending: Director Stephanie Warwick, City Attorney Trey Smith, Vice Chairman/Commissioner David Lee, Commissioner/Secretary Mindy Hudson, Commissioner Cindy Hlass, Commissioner Rebecca Howell, Commissioner Donna Eubanks, Commissioner Patricia Petray, City Council Liaison Eric Westcott, visitor Sean Ingram from the Courier. Absent: Finance Director Jerry McKaughan and Chairman Garland Steuber. The meeting was called to order by Vice-Chairman David Lee at 5:30 p.m. Old Business: The First Order of Business was to review and approve the minutes from the November 15, 2016, Cemetery Commission Regular Meeting. A motion was made by Liaison Westcott to approve the minutes and seconded by Commissioner Eubanks. The minutes were unanimously approved. The Second Order of Business was a review of the Financial Report. Finance Director McKaughan was unable to attend. The Commissioners looked over the report, which showed the Total Liabilities Fund with a balance of $37,769.87. The Charles Schwab account shows $127,138.27. Commissioner Eubanks made a motion to accept the report. This was seconded by Commissioner Howell and was passed unanimously. The Third Order of Business was Director Warwick’s monthly Operations Report. 1. Overall operations have again been normal for the month. 2. Phase One of the Columbarium garden area is complete. Pictures were distributed to show the plantings and the sidewalks. The first phase of the access road is also completed. 3. The stone by the flagpole has been again knocked over. Director Warwick will look into new ways to mount the stone to prevent future problems. 4. Director Warwick is working on a system for online viewing of plots for sale. She took the Commissioners through a look at the mapping that is in process. Liaison Westcott asked about plot costs. One regular plot is $750 plus $10 for a deed and $17 for an administration fee. New Business: The First Order of New Business was Liaison Westcott’s request that a breakdown of the administrative duties for selling a plot be prepared for the January meeting so the Commissioners can ascertain if the fee should be adjusted. There was some general discussion about the number of plots available in the cemetery, the City Council’s upcoming vote to appropriate money to pay for the new road, and the increasing exposure for the cemetery in the community. Vice-Chairman David Lee commended Director Warwick for a job continually well done. The meeting was adjourned by Vice-Chairman Lee at about 6:17 PM.
