Russellville Oakland Cemetery Commission Minutes
December 18, 2018
The Russellville Oakland Cemetery Commission met for the regular meeting on Tuesday,
December 18, 2018, at 5:30 p.m. in the 1st Floor Conference Room.
Attending: Director Stephanie Warwick, Chairman/Commissioner David Lee, Vice
Chairwoman/Commissioner Mindy Hudson, Commissioner/Secretary Rebecca Howell,
Commissioner Cindy Hlass, Commissioner Patricia Petray, Commissioner Cecelia Slone, and
City Council Liaison Phyllis Carruth
Absent: City Finance Director Jerry McKaughan, City Attorney Trey Smith, City Council
Liaison Freddie Harris, Mayor Randy Horton, and visitor Sean Ingram from The Courier
Chairman Lee called the meeting to order at 5:35 p.m. and welcomed those in attendance.
Old Business:
The First Order of Business was to review and approve the minutes from the November 20,
2018, Cemetery Regular Meeting. The motion to approve the minutes was made by Vice Chair
Hudson and seconded by Commissioner Slone. The minutes were unanimously approved.
The Second Order of Business was a presentation of the Financial Report by Secretary Howell.
Balances at 11/30/18 were Bank OZK C.D. $145.716.18 and Bank account (Russellville Fund
24) $68,589.09. The C.D. earned interest of $194.91 for November. A look at the Statement of
Revenues and Expenditures for the month of November showed revenue of $685.38 and
expenditures of $4,415.91; the grounds maintenance account showed $8,222.23 spent over the
eleven months of 2018. The Genworth account value was $109,124.97 at 11/19/18. Director
Warwick plans to check on the penalty-free status of the C.D. and its time period. The Bank
OZK C.D. and the Genworth account are the perpetual care trust accounts. Commissioner Petray
made a motion to accept the Financial Report as presented, Commissioner Hlass seconded it, and
the motion passed unanimously.
The Third Order of Business was not addressed. This had been planned as a time to open the
floor to the public to address concerns/suggestions; however, there were no visitors in
attendance.
The Fourth Order of Business was a reminder to each Commissioner to bring to the table at the
first meeting of the 2019 schedule, any and all project ideas, concerns, and other such matters.
Commission members and Director Warwick went ahead and discussed some projects and
activities that are needed in 2019.
(1) Curbing and rock work repairs, and mowing concerns
(2) Planting along the fence on 8th Street
(3) Improving the lane exiting onto Detroit Avenue – could this lane become a walking
path?
(4) 11th Street & Detroit Avenue needs some changes due to close proximity of certain foot
stones and fence
(5) The southwest driveways along 11th Street received some damage by the sewer
improvement work done in 2018
(6) The new road near the columbarium can be continued
(7) More shrubs are needed along the creek line
(8) Offer more tours of Russellville Oakland Cemetery because they are popular
(9) Continue to add to the list of historical persons

New Business:
The First Order of New Business was an open floor for any items not on the Agenda, and there
were none.
The Second Order of New Business was a Holiday message to Commission members from
Director Warwick – Our sincerest thanks for your gift of service, time and energy to the
Russellville Oakland Cemetery. Best wishes for the coming New Year and a joyous holiday
season to all of you. Chairman Lee thanked our Director for a great job!
Following a motion by Vice Chairwoman Hudson and seconded by Secretary Howell,
Chairman Lee declared the meeting adjourned at about 6:12 p.m.
