Russellville Planning Commission Minutes
April 24, 2017 @ 5:30 p.m.
The Russellville Planning Commission held its regular meeting on Monday, April 24, 2017 at
5:30 p.m. in the Russellville City Hall Council Chambers.

The First Order of Business was a request to review and approve the March 27, 2017 minutes.
Commissioner Stratton made the motion to approve the minutes as written. The motion was
seconded by Commissioner Barber.
The Second Order of Business was a public hearing to discuss a city-initiated rezoning in the
Bradley Cove Road area, currently R-1 (Single-family Residential) to C-2 (Highway Commercial.

Planner Walden said when the Planning Commission reviewed the rezoning application for the
tank wash in the area of the Flying-J Truck Stop a few months ago, we realized the surrounding
area was all zoned R-1, which we identified as a potential problem for those individual property
owners. We decided to correct the problem by rezoning those properties consistent with the
surrounding area which is predominantly commercial use under C-2 zoning. The recommendation
to rezone these properties to C-2 is made with the idea that if those property owners at some point
needed their property to be rezoned to something other than R-1, that the rezoning to C-2 is not
going to adversely affect any of them. For example, if a tornado were to come through and take
out some of these businesses, the owners would have some problems with the R-1 zoning, so we
want to avoid that type of scenario if at all possible.
Also, an additional piece of property was discussed at the Technical Review Meeting for inclusion
with this rezoning request. We just got the survey for the additional property today (Mr. Walden
handed a copy of the survey to each commissioner). The new property is located just to the south
of the location of Hob Nob Road that is currently zoned R-1. That property would be rezoned to C-
2 as well. In exchange for the City purchasing some of the property for a lift station, the applicant
asked that the City include this additional property in the rezoning request initiated by the City.
Because this information has emerged late in the process, my recommendation would be to table
this item and include it on next month’s agenda for action and to continue tonight’s Public Hearing
in an effort to maintain as much transparency as possible. There is no one here to speak tonight
regarding the rezoning so we can only assume that no one is opposed. Also, we want to make sure
everyone has plenty of time to consider the late emerging change. He said it makes complete
sense to include that additional property in the city-initiated C-2 rezoning recommendation.
Chairman Boyd stated that this proposed rezoning was noticed as a Public Hearing in the
newspaper. The floor was opened for the Public Hearing. There were no public comments. He
noted that between now and next month’s meeting, the documents will be at Public Works for
inspection by anyone who has any interest. The Public Hearing will be continued during next
month’s meeting.
Commissioner Stratton made the motion to table until next month’s meeting with the continuance
of the Public Hearing. Commissioner Barber seconded the motion and passed unanimously.
