Minutes from Monthly Meeting
October 9, 2012

The meeting was called to order at 12:05pm.
Marvin Collier made a motion to accept the minutes from the August meeting. Andy Hatley seconded the motion, and the
motion passed.
Old Business
A. Splash Pad-Williamson Construction submitted the low bid for installation of a Splash Pad at City Park with a bid
of $21, 345.00. Andy Hatley made a motion to accept the bid. Marvin Collier seconded the motion, and the motion
passed. Final approval will be requested at the next council meeting.
B. Cae Cordell Proposal-Cae Cordell distributed pictures of playground equipment that is designed for individuals
with disabilities. Child handicap swings, a chinning bar, stationary cycler, sand table, and glider were some of the designs
shown. Ms. Cordell said the goal for our community should be to provide universally inclusive playgrounds that are
accessible to all children including children with disabilities. The commissioners would like the department to research
available funding sources in order to consider purchasing some of the equipment.
New Business
A. Fees and Charges-The Hughes Center rental fee schedule, as well as a list of fees from various rental facilities
in the area, were distributed to the commission in August. Comments and/or suggestions were to be discussed at the
next meeting. The current fee to rent the gym and kitchen at the Hughes Center, including tables and chairs, is less than
other facilities in the area. A suggestion was made to charge a per hour fee for the building attendant. Additional time for
review was requested by the commission. The item will be discussed in November.
B. Russellville Aquatic Facility-After reviewing the flood plain maps, Vick Field and Hickey Park are being
considered as possible sites for development of the Russellville Aquatic Facility. ETC Engineering is working on a
footprint for the facility at Vick Field. The footprint will be presented to the commission at the November meeting.
C. Park Concerns-This item was removed from the agenda.
Updates
A. Illinois Bayou Park Trail-Slides were shown of work completed on the trail at Illinois Bayou Park.
B. Illinois Bayou Park Restrooms-A location map for the restrooms at Illinois Bayou Park was shown to the
commission. This location has been approved by the Corps of Engineers.
C. Monthly Report-The commissioners received a copy of the department’s monthly report.
D. Upcoming Events-A schedule of upcoming events was given to the commissioners.
