The Russellville Recreation and Parks Department will hold the monthly meeting of the
Recreation and Parks Commission on Tuesday, August 13, 2013. The meeting will be held at
noon at the Hughes Community Center. Lunch will be served prior to the meeting. Attachments
include the agenda for this meeting, the monthly report, and the minutes from the last meeting.

Minutes from Monthly Meeting
August 13, 2013

The meeting was called to order at 12:05pm.
Chloe Lieblong made a motion to accept the minutes from the June meeting. Marvin Collier seconded the motion, and the
motion passed.
Old Business
A. Ordinance 1190-This agenda item was tabled until September.
New Business
A. Russellville High School Fields Construction Project-Russellville High School recently submitted a plan to
renovate Fields 1 and 6 at Hickey Park. The project is estimated at $700,000 and will be funded solely by Russellville
School District. Initial plans have been approved by the state and were shown to the commission. The school district has
requested an extended use agreement for the fields. More information and final drawings should be available at a later
date.
B. Kiwanis Request-In July 2010, the commission voted to charge 25% of net to vendors selling at department
special events. Russellville Kiwanis Club has requested their percentage be reduced to 10%. In the past, the Kiwanis
Club has provided concession at our Community Fireworks Display and the Russellville Christmas Parade. The
commissioners all agreed that the current percentage was fair and adequate, therefore no change was needed.
Updates
A. Continuation of Sales Tax-Parks and Recreation-The campaign for the continuation of the one cent sales tax
will begin Wednesday, August 14. Continuing the tax could allow the department to complete the following projects:
Russellville Aquatic Center, Soccer Complex field lights, trails, backstops at Hickey Park, shade structure on Field 6 at
Hickey Park, and a new field at the Soccer Complex.
B. Public Meeting Minutes-A public hearing was held on June 25 at 5:30pm at the Hughes Center in order to
receive public input on the recreational needs of the community. Minutes from the meeting were distributed to the
commissioners.
C. Kickball League-An organizational meeting will be held Monday, August 19 at 6:30pm at the Hughes Center to
determine if there is enough interest to form an adult kickball league.
D. Monthly Report-The commissioners received a copy of the department’s monthly report.
E. Upcoming Events-A schedule of upcoming events was given to the commissioners.
