RUSSELLVILLE RECREATION AND PARKS COMMISSION Minutes from Monthly Meeting November 4, 2014 Present: Marvin Collier, Andy Hatley, Theresa Herrick, Tommy Hindsman, Mack Hollis, Chloe Lieblong, Spence Roberts, J.W. Stratton, Terry Thomas Absent: None Person Recording: Kelli Nealy Guests: Laura Bean-The Courier J. W. Stratton called the meeting to order at noon. Chloe Lieblong made a motion to accept the minutes from the October meeting. Andy Hatley seconded the motion, and the motion passed. Commissioner Stratton informed the commission that according to City Attorney Trey Smith, items listed on the agenda are the only items that can be discussed at the commission meetings. The requirement is intended to make certain that the general public and media know exactly what topics will be discussed. Old Business A. Orbit Lane Trail Plan-The commission was shown a map of the trail on Orbit Lane. After consulting with the City Engineer and County Judge, original plans may need to be adjusted because the wooded area between Orbit Lane and the Flying Field may not be stable enough to support the trail. If an adjustment is necessary, the section will be moved closer to the entryway of the Flying Field. The commission will be made aware of any changes made to the original plan. New Business A. Parks Turf Plan for Athletic Fields-The commission decided during the October meeting that a turf plan should be developed on all sports facilities. After the plan is finalized, it will be presented to City Council. A recommendation was made to consider facility usage, weed control and fertilizer, materials (dirt, sand, seed, and sod), equipment use and labor, aeration, and water when developing the plan. No other factors were added by the commissioners. A preliminary estimate for a seven application plan is $120,000 - $140,000 which will include Pleasant View Park, Shiloh Park, Hickey Park, and the Soccer Complex. More information will be presented in December. B. Request from First Tee to Use the Hughes Center Gymnasium-Sam Taylor from Community Services, Inc. has requested permission to use the Hughes Center gym for the First Tee Golf Program. The program is designed for youth to learn the fundamentals of golf, as well as golf etiquette. They currently use Russellville Country Club; however they are looking for a location indoors through the winter and will then transition back to the County Club. The group would like to use the gym on Tuesdays from 3:00pm – 5:00pm beginning mid January to mid March. A recommendation was made to allow the group to use the gym and waive all rental fees. Marvin Collier made a motion in favor of the recommendation. Andy Hatley seconded the motion, and the motion passed. C. Special Budget 2015-The proposed 2015 Special Programs Budget has been presented to the Mayor and City Treasurer. The revenue is generated from programs and events. The amount budgeted for each expense basically matches the revenue amount budgeted. The budget proposed for 2015 is basically the same as the 2014 budget. Upon approval, the complete budget will be presented to the commission. Updates A. Hickey Park Renovations to Fields 1 & 6-Pictures were shown of renovations that are ongoing at Hickey Park fields 1 & 6. B. Monthly Report-The commissioners received a copy of the department’s monthly report. C. Upcoming Events-A schedule of upcoming events was given to the commissioners. The meeting adjourned at 12:45pm.
