Minutes from Monthly Meeting
January 12, 2017

Tommy Hindsman called the meeting to order at noon.
Theresa Herrick made a motion to accept the minutes from the November meeting. Bryan Fisher seconded the motion, and
the motion passed.
New Business
A. Chairman Election-Theresa Herrick made a motion to reappoint Commissioner Hindsman as the chairman of the
parks commission for 2017. Bryan Fisher seconded the motion, and the motion passed.
B. Russellville Aquatic Center-
1. Fees & Charges-A preliminary fee structure was distributed to the commissioners which also showed a
comparison to other aquatic facilities in the state.
2. Policies on Food & Beverages for Events-The commissioners were given a tentative list of rules for the
Russellville Aquatic Center.
3. Rules, Regulations & Policies-An initial draft of rules and regulations for the Aquatic Center was
distributed to the commissioners.
No action was taken. The commissioners were ask to review all materials distributed and obtain input from the general public.
These items will be discussed at the February meeting.
Updates
A. Soccer Field Lights & Soccer Well Pump-Bids for the Soccer Complex field lighting project will open on Tuesday,
January 17. The bid chosen will be presented to City Council on Thursday, January 19. The commissioners were informed
that the well, sprinkler system and new lighting controls at the Soccer Complex will be enclosed.
B. Russellville Aquatic Center-Slides were shown of progress made on the Russellville Aquatic Center.
C. Driver License Testing 2017-Beginning January 1, drivers license testing will no longer be administered at the
Hughes Center. The Arkansas State Police will have a new testing facility on Hob Nob Road.
D. AARP Tax Assistance 2017-AARP tax assistance training will begin Tuesday, January 17 in the Hughes Center
board room and large room. The volunteer group will provide tax assistance at no charge to the community from January 30
– April 12.
E. 2017 Park Budgets-The 2017 general, pool and special programs budgets were distributed to the commissioners.
F. Old Shorty and West Parkway to Bona Dea Trails-The commissioners were given the status of the Parkway
Connection Trail and Old Shorty Trail.
G. Prairie Creek Trail System-The Prairie Creek portion of our trail system is currently on hold because the Corps of
Engineers is surveying the drainage of Prairie Creek throughout the city.
H. Location for February & March Commission Meetings-Due to lack of meeting space, the February and March
commission meetings will be held at City Hall in the first floor conference room.
I. Monthly Report-The commissioners received a copy of the department’s monthly report.
J. Upcoming Events-A schedule of upcoming events was given to the commissioners.
