RUSSELLVILLE HISTORIC DISTRICT COMMISSION MINUTES Regular Meeting – Tuesday, February 21, 2017 City Hall – Conference Room Commissioners Present Greg Barborek – Chair Suzanne Alford-Hodges – Vice Chair Judy Galloway – Secretary Linda Carnahan Polly Hardin Steve Newby Beverly Hooten Commissioners Absent Steve Hubbard Kathy Keenan Price Staff Kurt Jones - City Engineer / HPO Advisors Present Catherine Barrier – AHPP CLG Coordinator Advisors Absent Betsy McGuire – Executive Director of Main Street Russellville, Brian Holstein – Director of Development, Kirk Sloan, Fire Chief, Trey Smith – City Attorney Call to Order & Welcome @ 5:00PM: Chair, Greg Barborek, called the February 21, 2017 meeting of the Russellville Historic District Commission to order at 5:00PM and a quorum was established. Approval of Minutes: Mr. Barborek asked if everyone had read the minutes of the January 26, 2017 meeting. Motion was made by Ms. Hooten to accept the minutes as written. Ms. Carnahan made the second and the minutes were approved unanimously by voice vote. Staff Report: None Agenda: Mr. Barborek introduced CLG Director, Catherine Barrier, to the new members of the HDC. After opening comments, she provided Commissioners with;  An expanded version of the Secretary of the Interior’s Standards for the Treatment of Historic Properties. RUSSELLVILLE HISTORIC DISTRICT COMMISSION Meeting of February 21, 2017 Page 2  National Park Service Technical Preservation Services Brief on Weatherization of Windows and Doors and explained the available tax incentives for improving energy efficiency in historic buildings.  Pamphlets from the Arkansas Historic Preservation Program about Arkansas Historic Rehabilitation, Rehabilitation Tax Credits and Conservation Easements.  Registration information on the Russellville Downtown Historic District with map of properties and a legal description of the district boundaries.  An example of an Arkansas Architectural Resources Form of a building in the Russellville Downtown Historic District.  Written information of Local Ordinance Historic Districts. Catherine presented her Power Point available sent to commissioners on Google Docs and answered questions by commissioners and visiting Russellville Architect, Bob Hiegel. Old Business: New Business: Adjournment: Ms. Galloway made the motion to adjourn at 6:30PM. Ms. Alford-Hodges made the second. Motion approved by a voice vote. Greg Barborek, RHDC Chair Date
