RUSSELLVILLE HISTORIC DISTRICT COMMISSION MINUTES Special Called Meeting – Monday, October 9, 2017 City Hall – Council Chamber Commissioners Present Suzanne Alford-Hodges – Vice Chair Judy Galloway – Secretary Steve Newby Kathy Keenan Price Linda Carnahan Polly Hardin Commissioners Absent Greg Barborek – Chair, Beverly Hooten Staff Present Kurt Jones - City Engineer / HPO Advisors Present Betsy McGuire, MSR Director Advisors Absent Brian Holstein - Director City Development, Kirk Sloan – Fire Chief, Trey Smith – City Attorney Call to Order & Welcome @ 5:00PM: Vice Chair Alford-Hodges called the October 9, 2017 meeting of the Russellville Historic District Commission to order at 5:02PM and a quorum was established. Approval of Minutes: Minutes of the September 28, 2017 meeting will be approved at the next regular meeting of the commission on October 26, 2017. Staff Report: None Agenda: The only item on the agenda was review of a revised COA for the barbershop at 306 W. Main Street denied at the last regular meeting because it was incomplete. The COA was for exposing the original transom windows, repair them and replace the broken glass, remove the existing awning that extended across the entire storefront and replace with a smaller, flat metal awning over the door, for removal of the existing sign and placement of a blade sign to the right of the storefront transom windows and below the decorative brick work. This application was much more complete with good graphics to show the intent of the owner and the commission was able to tell exactly what the building would look like after renovation. Mr. Newby made the motion to approve the COA as revised and Ms. Price made the second. The motion passed with a voice vote. RUSSELLVILLE HISTORIC DISTRICT COMMISSION Meeting of October 9, 2017 Page 2 Old Business:  Ms. Alford-Hodges asked if the walk-about was still on for 12noon on Thursday October 12. Everyone was in agreement and commissioners changed the meeting place to the Depot. Mr. Jones will notify the newspaper.  The information booth staffed by Historic District Commissioners at the Downtown Fall Festival was discussed. Items available at the booth were discussed. Kurt will complete the poster that Ms. Alford- Hodges put together. Adviser McGuire said that she had some posters that we could borrow. She emphasized that set-up was Friday, October 27 in the evening or between 6:30 and 8AM on Saturday, October 28. Exhibitors must have their booths staffed from 8am to 5PM the day of the festival. New Business:  Mr. Jones informed the commission that he noticed that “The Cavern”, also known as “Thurberdome”, at 317 West “B” Street had erected an awning on the front of the business over the weekend. No COA was submitted by Yvonne Thurber, the owner. The commission decided that Mr. Jones needed to send a friendly letter explaining to the owner that she is in the Downtown Historic District and that anything added to the building exterior needed to be submitted the HDC for review. She will be asked to submit her COA to the commission at the next scheduled meeting on October 26, 2017. The commission also decided that the awning company needed to be made aware that work in the downtown historic district required a COA. Mr. Jones will send a letter to Sunset Awning.
