Kirt Sloan - Fire Chief, Richard Setian - Deputy Building Official Call to Order, Roll Call & Welcome: The December 14, 2021 meeting was called to order at 6:00pm, the role was called and a quorum was established. . Approval of Minutes: Ms. McGuire asked if everyone had read the minutes of the November 16, 2021 meeting. Ms. Hooten made the motion to accept the minutes as written and Mr. Newby made the second. The minutes were approved by a voice vote. Agenda: The first item on the agenda was the review of a COA for 312-314 West "B" Street for graffiti removal of spray can paint from the east wall of the building using Heritage Remover as recommended by Molly Walden, Technical Consultant with the Arkansas Historic Preservation Program. National Park Service (NPS) Preservation Brief #38 - Removing Graffiti from Historic Masonry will also be followed. The work is to begin in January 2022. HPO Marchant recommended approval of the application with the following conditions: (1) The applicant must strictly adhere to the guidelines in the instructions for use for Heritage Graffiti Remover to achieve best results and protect the building and (2) The applicant will contact staff if the desired results are not obtained. The applicant has met the guidelines of Section 10.33 regarding walls and will conform to NPS Preservation Brief #38 regarding alkaline compounds. Ms. Walden emphasized that pressure washing is not effective and not recommended. Heritage Graffiti Remover is about the chemical reaction and not the pressure. Ms. Galloway pointed out that the directions for the remover have specific instructions about ideal use of pressure washing as a quick release rinse for this product. (Ideally use 1500 to 2000psi with a 15° or 25° fan jet at about 6 inches from the surface. Do not blast or use 'turbo' type nozzles which risk doing damage.) Mr. Newby made the motion to approve the COA as recommended and with the recommended conditions. Ms. Hooten made the second. The motion passed by a voice vote. RUSSELLVILLE HISTORIC DISTRICT COMMISSION Meeting December 16, 2021 Page 2 The last item on the agenda was for review of a COA for a 30" x 40" metal blade sign on the west side of the Jenkins Building at 107 S. Boulder Avenue for Garden Sass. The applicant, Leslie Hassel, was not present for the meeting. The sign has been in place since October of 2021. HPO Marchant recommended approval of the application with the condition that a sign permit be obtained from the City of Russellville. The applicant met the applicable guidelines in Section 10.27 of the Russellville Historic District Design Guidelines regarding signage; (A) The sign is in proportion to the building and is not so large as to detract from the architectural integrity of the building, (B) The sign is an appropriate material as it is a metal sign, (C) The color is in harmony with the façade of the building, (D) The sign is not flush mounted and will not obscure ornamental detail on the building, (E) There is no proposed lighting for review, (F) The sign is not scrolling or flashing and (G) The sign is located in the appropriate place, projecting from the wall. Mr. Newby made the motion to approve the COA as recommended by the HPO and Ms. Galloway made the second. The motion passed by a voice vote. Unfinished Business: The first item of unfinished business concerned the addition of a check box to indicate whether or not the applicant has a tax credit project or if receiving grant money for the project. Ms. Jondahl had passed out to the commissioners a copy of the revised COA application. One of the COAs for the meeting was an old form and did not include the check boxes. The second item of business was follow-up with members of the Old Town Neighborhood regarding a meeting of home owners in the historic survey area. Ms. Alford, who lives in the neighborhood, said that she and Mr. Cantu will proceed with this part of the project after the first of the year. Updating of the brochure and letter to property owners was discussed. Mr. Newby is worked on the brochure and passed out a copy to commissioners for any additions or deletions that need to be made. Commissioners are to contact him with any comments before the next meeting. No revised letter has been provided. Ms. Alford gave an update on Phase I of the Latimore Tourist Home. Fund raising has reached the $50,000.00 mark. Any commissioner who is interested in this project is welcome to attend the meeting on the second Tuesday of each month at 12 noon in the City Hall conference room.
